Job Description

Summary

This job involves managing administrative programs like directives, forms, and travel operations for a naval ship repair facility in Japan, including reviewing policies, providing training, and handling financial recommendations.

A good fit would be someone with experience in government administration, strong writing skills, and the ability to juggle multiple tasks in a structured environment.

Note that medical and dental care is very limited in this overseas location.

Full Job Description

You will serve as a PROGRAM ANALYST in the ADMINISTRATIVE SERVICES DIVISION (CODE 1130), ADMINISTRATIVE DEPARTMENT (CODE 1100) ofNAVAL SHIP REPAIR FACILITY .

Please see Additional Information section below.*** Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate performing the following duties: 1) Providing recommendations to support financial decisions with limited or conflicting guidance; 2) Supporting multiple programs simultaneously with measurable results; and 3) Practical experience writing procedure manuals, training documentation, or other formal correspondence utilizing effective writing & grammar skills.

This position requires the ability to type at least 45 words per minute. Your response to the typing skill question on the Occupational Questionnaire will be used in your qualification determination.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Major Duties:

  • You will review administrative manuals, instructions, processes and policies for updating and abolishment.
  • You will manage the Navy Directives and Forms programs to include directives control and forms control.
  • You will analyze and recommend improvements to management on preparation and management of correspondence, directives and publications
  • You will review and adjust Navy Directives and Forms in accordance with Navy regulatory guidance and local command policy.
  • You will serve as a Defense Travel Systems (DTS) Authorizing Official (AO), Government Travel Card Program Agency Program Coordinator and voucher certifying official at an overseas location.
  • You will develop, test, and validate training and procedures for the Government Travel Program, and provide both classroom and ad hoc training to customers.
  • You will create recommendations for programmatic guidance for the Government Travel Program for the Commanding Officer to approve and hold travelers accountable to local and governmental standard policies regarding travel.
  • You will be the alternate Travel Program Manager when the primary Program Manager is unavailable, responsible for the full spectrum of Government Official Travel Operations.
  • You will perform database analysis for standard reports in support of command and higher echelon reporting requirements.
