Job Description

Summary

This job involves leading a team of about 120 engineers and experts in a naval division focused on acquiring and developing undersea warfare combat systems.

The role requires overseeing daily operations, setting goals, managing staff development, and ensuring technical projects stay on track for the U.S. Navy.

It's a great fit for experienced engineering leaders with a background in defense or naval programs who enjoy supervising large teams and handling both technical and administrative responsibilities.

Key Requirements

  • At least one year of specialized experience at ND-4 (GS-12/13) level or equivalent, leading technical experts in naval undersea warfare programs
  • Professional engineering or science background (e.g., mechanical, computer, electronics engineering, mathematics, or computer science)
  • Ability to supervise and manage a team of approximately 120 personnel, including administrative and technical oversight
  • Experience in program management, technical leadership, and integrating work across organizational units
  • Skills in staff development, performance evaluations, mentoring, and enforcing safety/environmental policies
  • Authority to handle financial procurement, travel approvals, and incentive pay in a federal context
  • Familiarity with U.S. Navy or defense sector operations and corrective action implementation

Full Job Description

This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15 and the ND-4 encompasses GS-12 and GS-13.

You will serve as the Platform Acquisition Division Head, Code 252 in the PLATFORM ACQUISITION DIVISION of NAVUNSEAWARCENDIV NEWPORT RI.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-4 (GS-12/13 equivalency) pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: as a professional engineer or scientist leading and supervising technical and subject experts to support a naval undersea warfare program.

  • You will be responsible for the administrative and technical supervision of approximately 120 people.
  • You will be responsible for guiding the work through other supervisors and working with the senior project engineers.
  • You will coordinate/integrate the work of organizational units, help to identify where corrective action is needed and provides assistance and advice.
  • You will provide coherent management, technical and program management support and technical leadership for the development of USW Combat Systems.
  • You will establish the overall goals and determine the direction of the division; provide day-to-day direction to branch heads and division staff.
  • You will manage staff assignments, discipline, training, development and promotion of employees; provide mentoring and career guidance to branch heads, division staff and others outside the division.
  • You will manage incentive pay and performance evaluations in accordance with NUWC policy.
  • You will address safety, environmental and other organization policies are enforced, and data calls and actions are responded to in a timely manner.
  • You will be assigned financial procurement authority, authority to approve official time and authority to approve travel authorizations and vouchers.
