This senior engineering role involves leading technical operations for the AUTEC underwater testing program at the Naval Sea Systems Command, focusing on improving processes, managing projects, and aligning efforts with Navy strategies.

You will serve as a in the Chief Engineer (CHENG) for the AUTEC Program of NAVUNSEAWARCENDIV NEWPORT RI. This position is part of the Warfare Centers Personnel Demonstration Project.
The ND-5 pay band encompasses positions equivalent to GS-14/15.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band ND-04 (GS-12/13 Equivalent) in the federal service or equivalent experience as a professional engineer of AUTEC test operations procedures and improvement of underwater Range program operations.
1) Ability to manage and lead a across a large organization and to establish, implement and measure performance of policies, instructions, and agreements to ensure that engineering policy is consistently implemented and executed 2) Knowledge of DoD/DoN systems engineering requirements and process, systems modeling and analysis, acquisition engineering requirements and process, and risk management methods; 3) Ability to lead the resolution of significant technical problems.
4) Ability to manage complex projects and programs in conjunction with the regulations of a Navy Working Capital Fund, which includes establishing technical objectives and plans, schedules, funding and staffing requirements, facility needs and administrative requirements for the various phases of development and lifecycle sustainment; 5) Ability to communicate effectively orally and in writing; 6) Ability to develop and maintain professional relationships internal and external to NUWC at senior levels; 7) Ability to lead a diverse group of engineers and scientists in a manner that fosters teamwork within and outside of the division, which includes the ability to administer NUWC, NAVSEA and Navy policies that pertain to technical management, financial management, facilities assessment, planning, value management, business development, employee training and development, and development of effective processes through Lean initiatives.
