Full Job Description

You will serve as a TECHNICAL PROJECT MANAGER in the TECHNICAL PROJECT MANAGEMENT OFFICE (Code 349) of NAVUNSEAWARCENDIV NEWPORT RI.

The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze.

Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption.

This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15.

The ND-4 pay band encompasses positions equivalent to GS-12 and GS-13. The salary ranges shown above represents all of the positions within the band, including high grade positions.

TO QUALIFY FOR THE ND-05 POSITION: In addition to the basic education requirements, your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-04 (GS-12/13 equivalency) or pay band in the Federal service or equivalent experience in the private or public sector: as a professional Engineer or Scientist managing technical projects or financial deliverables to apply systems engineering principles on Navy Satellite Communications (SATCOM) systems or similar complex communication systems for support of customer demands while investigating and resolving emergent issues.

Example of qualifying experience: Demonstrating advanced experience as a Principal Investigator with technical project and financial management experience.

  • You will serve as the SATCOM Systems Deputy TECHNICAL PROJECT MANAGER (TPM) responsible for planning, budgeting, scheduling, and tracking the execution of all tasking assignments for the SATCOM Systems program.
  • You will be responsible for providing technical advice to the top-level Navy management and technical personnel, other agencies, and private organizations.
  • You will be involved with the execution, direction, and success of major projects, system development efforts, and research or technology initiatives that have great significance to the activity and agency needs.
  • You will support the Technical Project Manager in program task execution by the project team.
  • You will require knowledge of systems engineering to provide recommendations to the TPM in effectively executing the program and project objectives.
  • You will be required to use SATCOM systems and engineering knowledge to provide oversight and engineering support to the TPM for all efforts to ensure effective execution of the program and project objectives.
  • You will work directly with the TPM to seek engineering alternatives for problems encountered on the project or program.
  • You will implement solutions and engineering alternatives to address emergent threats, requirements, and desired capabilities.
  • You will lead a diverse group of engineers and scientists including joint Government/industry Integrated Product Teams (IPTs).
