Full Job Description

You will serve as the Senior Liaison for Financial Program Management for the Major Test Programs and Industrial Support Department (Code 70) of the Naval Surface Warfare Center Philadelphia Division.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Demonstrating program management or financial experience related to the organization's financial processes/tools (including ERP), budget development and execution analyses.

  • You will implement and execute budget and financial management policy and procedures within Code 70.
  • You will analyze and evaluate major administrative aspects of substantive, mission-oriented programs (i.e., developing long-range program plans, goals, objectives and milestone, etc.).
  • You will identify and develop new ways to resolve problems or to cope with issues affecting accomplishment of program goals/objectives.
  • You will develop administrative guidelines for the conduct of program operations or develop new criteria for measuring program accomplishments and the extent to which these goals and objectives are attained.
  • You will develop options, recommendations, and conclusions accounting for and giving appropriate weight to uncertainties in data and variables affecting long range program performance.
  • You will evaluate key organizational program/projects and issues concerning administrative functions, administrative program operation, financial analysis, business operation and resources use, as a recognized expert.
  • You will plan, schedule and ensure execution of major projects regarding programs/organizational effectiveness and involving complex features of program implementation.
  • You will develop and interpret policies, and procedures governing the planning and delivery of services throughout Naval Surface Warfare Center Philadelphia Division (NSWCPD).
  • You will provide expert technical advice on critical support issues, apply new developments to previously unsolvable problems, and significantly influence important policies and programs.
  • You will provide program/project management that includes developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, evaluating, and reporting on the work.
  • You will advise on financial and resource management, review program funding requested and allocated against existing and future resources and provide management with developing processes and procedures established by management of major programs.
  • You will track incoming and outgoing funds and ensure funds are being allocated against requirements in a timely manner.
