Experience professional growth with the Department of Human Services, Field Operations at the Ebensburg Center as a Human Resource Analyst 2. Here, you will serve as the Employee Relations Coordinator, tackling a wide-range of employee relations activities for approximately 930 union covered employees. Requirements

In this role, you will be responsible for implementing a comprehensive Employee Relations Program working as a technical support for management, supervisors, and employees.

Work involves analyzing problems, making recommendations in conjunction with the Field Human Resource Officer, and providing essential support to department heads and staff at all levels.

You will also have the opportunity to establish and maintain working relationships with management and union representatives, ensuring consistent and favorable communication.

Additional responsibilities include:

  • Managing the grievance process by conducting research as part of the investigative process and preparing responses to grievances
  • Facilitating regularly scheduled labor management meetings
  • Meeting with employees to review individual cases and explain pre-disciplinary conferences (PDC) or disciplinary processes
  • Providing training for staff, managers, and supervisors regarding DHS policies and procedures, ensuring consistency is applied based on the merits of each situation, policy, and past practices

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week, upon successful completion of a 180-day probationary period.

    In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.

    If you are unable to telework, you will have the option to report to the headquarters office at the Ebensburg Center. The ability to telework is subject to change at any time.

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Human Resource Analyst 1 or Equal Opportunity Specialist 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Two years of analytical experience that includes one year of professional human resource or equal opportunity experience, and a bachelor’s degree; or
  • An equivalent combination of experience and training.
