The Human Resource Service Center (HRSC) Time Services team in the Commonwealth of Pennsylvania is comprised of committed professionals who provide essential support to timekeepers and field time advisors. Requirements

This role is a management-level position within the Time Services Division of the HR Service Center, where the individual acts as a Time Advisor for centralized agencies that provide time administration services to designated organizations.

The responsibilities of this position include the interpretation, application, and maintenance of a comprehensive understanding of various regulations and agreements, such as collective bargaining agreements, historical practices, and side letters.

Additionally, the incumbent must be well-versed in Personnel Rules, Commonwealth Management Directives and Manuals, Time Alerts, Absence Bulletins, as well as Procedures and EPAR Guidelines.

A thorough knowledge of agency-specific policies concerning attendance and absences is also essential to effectively fulfill the duties associated with this role.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time. Employees are required to be in the office on the third Tuesday of each month.

    In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.

    If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.

Qualifications

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Successful completion of the Human Resource Management Trainee program (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • One year as a Human Resource Assistant 2 or an Equal Opportunity Assistant (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • One year of paraprofessional analytical experience and a bachelor’s degree; or
  • An equivalent combination of experience and training.
