Job Description

Summary

This job involves overseeing contracts for a Navy weapons research division, ensuring they run smoothly from start to finish while advising teams and resolving issues.

Full Job Description

You will serve as an ADMININSTRATIVE/TECHNICAL SPECIALIST (Contracting Officer Representative (COR)) in the Warfighter Defense/Sys Integration Department (W), CBRD Division (W1) of NAVSURFWARCEN IH DIV.

The salary range shown above represents all of the positions within the band, including high grade positions.

This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $158,322).

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: providing direct oversight of the contractual procurement process to ensure financial and technical compliance with contract terms and conditions throughout contract execution in support of mission requirements.

  • You will serve as lead Contracting Officer Representative (COR) and technical expert advisor to project officials across our command, Joint Program sponsors and the CBRD Program Manager (Echelon II).
  • You will train and mentor other procurement personnel and lead development of long-range acquisition plans and acquisition strategy, method of solicitation, most suitable type of contract, and projected lead time.
  • You will develop Justifications and Authorizations for other than Open Competition, review Statements of Work, draft Determination and Findings, and other documentation or approvals to support the contracting process.
  • You will serve as senior specialist to interface between contracting officers (Code 02), procurement officers, comptroller’s office (Code 107) and TPOCs.
  • You will be responsible for identifying and resolving unique and controversial contractual issues during contract performance.
  • You will verify funding is applied to contracts, ensure adequate contract performance, review and approve invoices for payment, and ensure correct disbursement by DFAS after invoices are paid.
  • You will provide recommendations to the contracting officer for resolving difficult and precedent setting contracting design, construction, modifications, and schedule related issues.
