This skilled, journey-level position works closely with the Field Engineer (TE3) to perform materials testing, inspection, documentation, and surveying activities, ensuring contractor work meets plans, specifications, and agency and federal standards.

Our top candidate will have proven skill in materials testing and inspection, strong documentation and record-keeping skills, and practical problem-solving abilities to support construction projects.What to ExpectThe typical schedule will be 40 hours per week with opportunities for overtime during construction season, April to November.

During construction season, it is expected that this person will be out of town during the week.

Among the varied range of responsibilities held within this role, the Transportation Technician 3 will:

  • Perform construction contract materials testing and inspection, including aggregates, concrete, HMA, embankment density, and other materials, to ensure compliance with plans and specifications.
  • Assist in the inspection of roadways, structures, drainage, electrical and ITS systems, environmental features, and other construction items for conformance with contract requirements.
  • Analyze plans and specifications, monitor material quantity and quality, maintain accurate documentation, and provide guidance or training as needed.
  • Serve as lead inspector on smaller projects, significant portions of larger projects, or as a roving inspector, including specialized features such as major structures, illumination, electrical, signal, or drainage systems.
  • Prepare inspector daily reports, field note records, and material approvals, ensuring thorough, timely, and accurate construction documentation.
  • Assist the survey party lead or perform construction staking independently, using modern total stations, GPS, and data collection equipment to support construction layout.
  • Support office project development, including scoping files, Right of Way, hydraulic and environmental reports, quantity estimates, and plans using InRoads, and other CAD software.


Qualifications
To be considered for this opportunity, the following are required:

  • Foundational Engineering Knowledge: Demonstrated understanding of civil, structural, geotechnical, or transportation engineering principles. Ability to apply engineering concepts to real-world scenarios.
  • Construction Materials Testing & Inspection: Demonstrated ability to independently sample, test, and inspect construction materials (e.g., aggregates, concrete, HMA, embankment density) in accordance with contract specifications, ensuring contractor compliance with plans, standards, and quality requirements.
  • Surveying & Construction Layout Support: Demonstrated ability to perform construction surveying tasks independently or in support of a survey lead, including staking, measurements, GPS/total station operation, data collection, and use of surveying software to support roadway, drainage, and structure construction.
  • Construction Documentation & Recordkeeping: Demonstrated ability to prepare accurate, timely, and complete construction documentation, including Inspector Daily Reports, field notes, material approvals, and quantity tracking, ensuring records meet legal requirements.
  • Technical Analysis & Problem Solving: Demonstrated ability to analyze field conditions, plans, and test results to identify issues, recommend solutions, and support field engineers in resolving construction, material, or design-related challenges.
  • Safety Awareness & Field Operations: Demonstrated ability to work safely and effectively in heavy civil construction environments, including traffic control zones, night work, and adverse weather, while following safety protocols and safely handling tools and equipment.
  • Growth Mindset: Actively demonstrates a commitment to learning and growth.
  • Service-Oriented: Demonstrates a willingness to take action to meet the needs of others.


In addition to the above competencies, the following are also required:

  • A valid driver’s license and the ability to drive a state vehicle.
  • The ability to work nights and weekends, and the ability to travel out of town within the region during construction season.
  • The ability to maneuver and transport equipment weighing up to 40 pounds individually or assist with transporting equipment weighing up to 70 pounds.


It is preferred that qualified candidates also have:

  • Engineer-in-Training certificate issued by the State of Washington or other States.
  • Certified Qualified Inspector certificate issued by the Washington Department of Transportation.
  • American Concrete Institute (ACI), concrete testing certification, State of Washington.
  • Certification for the testing of various materials, aggregate, HMA densities from the Western Alliance for Quality Transportation Construction (WAQTC).
