Summary

This job involves inspecting and overseeing highway construction projects to make sure contractors follow the rules, maintain quality, and ensure safety for roads, bridges, and related features.

The Opportunity

WSDOT is currently seeking multiple Transportation Engineer 2s to support the successful delivery and administration of highway construction projects.

In these roles, you will ensure that contractor work is performed in accordance with contract specifications, standards, and requirements.

TE2s play a vital role in verifying compliance with agency and Federal Highway Administration (FHWA) policies and procedures, helping safeguard quality, safety, and accountability throughout construction.

By providing inspection, documentation, and technical support, these positions directly contribute to WSDOT’s mission to keep people and goods moving safely and efficiently.What to Expect

The typical schedule for this position is 40 hours per week. Alternative schedules and partial telework may be considered based on business needs.

Overtime can be anticipated during the construction season (April through November). Work assignments may include nights and/or weekends to meet operational needs.

Among the varied range of responsibilities held within this role, the Transportation Engineer 2 will:

  • Inspect roadways, structures, drainage, electrical, ITS, HMA, concrete, and related construction work for conformance to contract requirements.
  • Monitor quantities, materials, and workmanship to ensure quality and compliance with specifications.
  • Document construction activities through daily reports, field notes, material approvals, and quantity tracking.
  • Schedule and track required material testing and verify approvals prior to installation or incorporation into the work.
  • Lead and coordinate inspection activities for assigned projects or specialized features as required.
  • Prepare and review design data, plans, specifications, and support project development documents for future WSDOT work.
  • Conduct construction surveying, staking, and layout using modern survey equipment and data collection tools.
  • Train and support staff involved in inspection, documentation, and related project activities.


Qualifications

To be considered for this opportunity, the following are required:

  • Foundational Engineering Knowledge: Demonstrated understanding of civil, structural, geotechnical, or transportation engineering principles. Ability to apply engineering concepts to real-world scenarios.
  • Technical Interpretation and Analysis: Skilled in reading, analyzing, and interpreting contract plans, specifications, manuals, and other documents in accordance with project requirements and engineering standards.
  • Communication and Interpersonal Proficiency: Excellent written and verbal communication skills, with the ability to communicate technical information clearly to a variety of stakeholders, including engineers, contractors, and the public.
  • Computer and Engineering Software Literacy: Proficient in the use of engineering technology, including computer-aided drafting (CAD) and other engineering software applications used for design, analysis, and documentation.
  • Growth Mindset: Actively demonstrates a commitment to learning and growth.
  • Service-Oriented: Takes action to meet the needs of others.


In addition to the above, the following are also required:

  • Ability to work safely and effectively in heavy civil construction environments, including traffic control zones, night work, travel, and varying weather conditions, while following safety procedures.
  • Ability to maneuver and transport various materials and/or equipment weighing up to 40 pounds individually and up to 70 pounds with assistance.

It is preferred that qualified candidates also have:

  • Surveying Proficiency: Demonstrated experience and competency performing surveying tasks to support construction layout and verification activities.
  • Program Management Knowledge: Familiarity with program management processes and policies.
  • Technical & Digital Proficiency: Experience using engineering and project management software tools such as MicroStation (CAD), InRoads/OpenRoads, and Microsoft Office products.
  • Research & Analytical Skills: Ability to interpret and apply the Standard Specifications, Standard Plans, contract plans and provisions, Construction Manual, Design Manual, and other manuals and policies when developing and documenting the design or construction of transportation projects.


In addition to:

  • Engineer-in-Training (EIT) certificate issued by Washington State or another state.
  • Qualified Inspector certificate recognized by the Washington State Department of Transportation.
  • American Concrete Institute concrete testing certification, State of Washington.
  • Certification for the testing of various materials, aggregate, and HMA densities from the Western Alliance for Quality Transportation Construction (WAQTC).

  • This position offers flexible/hybrid remote work options.
  • During construction season, this position is expected to travel out of town during the week, which may require overnight stays in hotels or other accommodations. Additional travel for meetings or training may also be required throughout the year.
  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position.
