Summary

Full Job Description

This position is in Office of the Regional Administrator-Region 9, Land, Chemicals and Redevelopment Division, Pesticides, Toxics & Brownfields Branch, Brownfields Section. About Region 9.

This is an office-centered position--you must physically report to the duty station stated in this announcement on a regular basis.

NOTE: You must meet qualification requirements, including any requirements described in the Education section, by the closing date of this announcement.

In addition to the basic entry education requirements, you must have specialized experience and/or directly related education as described below: To qualify for the GS-13 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-12 level defined as supporting an organizational unit by coordinating or implementing policies and procedures to achieve program goals; providing technical guidance on environmental assessments and cleanups; resolving complex, multi-stakeholder regulatory issues.

To qualify for the GS-14 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-13 level defined as leading an organizational unit through the development, implementation, and advisement of policies and procedures to achieve program goals; providing oversight of environmental assessments and cleanups; resolving complex, multi-stakeholder regulatory issues.

You will: Serve as technical advisor and assistant to the Second-line Supervisor by supporting the oversight of Brownfield cooperative agreements, ensuring compliance with legal, regulatory, and programmatic requirements to support the assessment, cleanup, and redevelopment of contaminated sites.

Serve as the section manager overseeing day-to-day managerial and administrative operations, in partnership with the Branch Manager, setting performance standards, managing workload, providing coaching and technical feedback, conducting performance appraisals, approving and reviewing schedules, and other related administrative tasks.

Coordinate section outreach, public affairs, external communications, and events, by coordinating with recipients, states, tribes, local governments, community groups, and internal partners to plan engagements, share information, address concerns, and promote brownfield resources in alignment with national and regional priorities.

Provide day to day guidance and review on routine to complex Brownfields projects and/or issues pertaining to program projects and policies, elevating highly complex or sensitive items to the Branch Manager.

Review and advise Second-line Supervisor on program policies and priorities through the national grant competition process, program metrics and tracking, grant policies and procedures, and ensure regional alignment with national objectives.

You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.
