Full Job Description

You will serve as a SUPERVISORY ACCOUNTANT in the Comptroller Department Budget & Execution Division. of NAVAL ACADEMY.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Successfully leading teams comprised of varying grade levels to meet data calls, plans work, sets priorities and schedules work as necessary to assure effective and expeditious accomplishment of priority work without adverse effect on regular and recurring work; 2) Interviews candidates and recommends hiring, promotions, etc.

Hears and resolves employee complaints, referring serious complaints lacking resolution to higher level supervision.; 3) Applying fiscal law, policies, regulations, principles, standards, and procedures to financial management activities regulations governing interagency agreements (Economy Act) to ensure full cost recovery and the prevention of Anti-Deficiency Act violations; 4) Preparing, reviewing and reconciling financial statements and financial reports to meet reporting requirements and to support management decisions; AND 5) Analyzing, evaluating and reviewing accounting data and reports using business tools and applications, in reimbursable program management with the ability to interpret and apply federal laws.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Major Duties:

  • You will perform or advise on work in any of the phases or systems of budget administration.
  • You will formulate budgets and estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities; review and evaluate budget requests; and reporting of obligations and expenditures.
  • You will review General Terms and Conditions and Interagency Agreements to ensure they comply with the Economy Act or other statutory authorities, Financial Management Regulations (FMR), as well Department of Navy regulations.
  • You will modify and adapt existing internal control reviews for the reimbursable team to prevent Anti- Deficiency Act (ADA) violation; specifically ensuring obligations do not exceed the authorized reimbursable limit.
  • You will be responsible for the end-to-end integrity of the reimbursable program.
  • You will prepare or review supporting documentation for the agency’s annual financial reports focusing on reimbursable activities.
  • You will plan work, sets priorities and schedules work as necessary to assure effective and expeditious accomplishment of priority work without adverse effect on regular and recurring work.
