Full Job Description

You will serve as a SUPERVISORY ENVIRONMENTAL PLANNER in the Environmental Business Line, Environmental Planning and Conservation Division of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC.

This is an interdisciplinary position and will be filled as a Community Planner (0020), Natural Resources Specialist (0401), Environmental Engineer (0819), or Physical Scientist (1301).

This position has a selective placement factor that will be used to screen out ineligible candidates for the 0819 series only.

The Selective Placement Factor is: You must be a currently licensed/registered Professional Engineer (PE) if applying to the Environmental Engineer (0819).

Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Do you meet this requirement?

***NOTE: A copy of your current license/registration showing the expiration date MUST be submitted with your application in order to be considered for this position.

A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Providing expert consulting and advisory services on environmental compliance program requirements, including federal, state, and local environmental laws and regulations and resolving environmental compliance issues with regulators, agencies, and tenant commands; 2) Managing environmental compliance programs, including staffing, budgeting, programming and management of resources, and community management to meet mission objectives; 3) Overseeing development of environmental compliance products and services, including funding, contracting, schedules, work performance, and execution data; 4) Leading an interdisciplinary staff in the planning, direction, and execution of environmental compliance programs for an organization; and 5) Solving complex environmental problems through skillful coordination and integration of important and complex technical program segments Additional qualification information can be found from the following Office of Personnel Management website: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series AND https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/files/all-professional-engineering-positions-0800.pdf Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).

  • You will supervise, oversee, prepare and review CATEXs, EAs, OEAs, EISs, and OEISs, in accordance with the NEPA and/or EO 12114.
  • You will interpret laws, regulations, and policies to effect good business decisions and successful project execution.
  • You will serve as a senior point-of-contact on assigned environmental planning products and services and associated interdisciplinary teams.
  • You will oversee and assist with Navy compliance with Federal, State, and local laws and regulations on issues related to assigned areas of expertise.
  • You will develop work schedules and establishes priorities among staff.
