Full Job Description

The primary purpose of this position is to serve as an Accelerated Compensation for Developmental Position (ACDP) Quality Assurance Specialist (Metrology) under the direct guidance of a Senior or higher level specialist performing a variety of Quality Assurance Specialist duties.

This position is intended to develop incumbents and apply the training and/or education received and complete developmental assignments and training outlined in the formal training & development plan.

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: EDUCATION: Undergraduate and Graduate Education: Major study -- quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.

OR Experience Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas.

Examples include: Reviewing production activities and capabilities in light of contract quality requirements.

Reviewing written quality or inspection procedures for adequacy, and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans.

Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system.

Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance.

Identifying inadequacies and requesting corrective action. Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods.

Investigating customer complaints and deficiency reports, and providing identification of causes to appropriate authorities.

Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals.

Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems.

Specialized experience is knowledge of quality assurance principles, problem-solving skills, experience in statistical analysis, quality data evaluation, and understanding of munitions handling, safety, transportation, and regulations, along with the ability to design and implement quality assurance programs.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of concepts, principles and practices in metrology, and experience in all disciplines in the field of metrology (electronics, radiometry, photometry, flow-liquid and gaseous, physical dimension, pressure, weight), is required.

Knowledge of metrology principles.

Skill and experience with mathematics, algebra, trigonometry, geometry, tolerance accuracy calculations, etc in electronics, electrical force, pressure, flow (gaseous and liquid), temperature, photometric, radiac and precision measurements of all types such as concentricity, angularity, length, weight, hardness and optical to provide guidance for PMEL operations to ensure compliance with the AFMETCAL program and other technical requirements.

In-depth knowledge of PMEL quality methodologies, standards, policies and programs, and a working knowledge of organizational quality assurance practices, procedures and process supporting weapon system safety, accuracy, reliability and traceability.

Knowledge of PMEL Quality Assurance programs, missions, functions, goals, objectives, production processes and material sources, and the ability to incorporate QA and Process Improvement practices to ensure continual improvement throughout the industrial complex.

Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of quality assurance programs within PMEL.

Knowledge of inspection, audit, sampling and measurement techniques. Ability to plan, organize work and meet deadlines; ability to gather, analyze, organize and present data and supporting analyses.

Ability to communicate in writing and give oral presentations; maintains good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Assists in planning, developing, implementing, and monitoring a comprehensive Quality Program (QP) for the Precision Measurement Equipment Laboratory (PMEL).

Supports the PMEL Quality Assurance Program in the application of policies, philosophies, and concepts. Provides recommendations and suggests improvements to enhance PMEL practices.

Complies with health, safety, and environmental rules and procedures, performing work in a manner that promotes a safe work environment.
