The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Care Network (VISN 6), Salisbury Healthcare System, Social Work Service, State Veterans Home Per Diem Program (SVH).
The purpose of the position is to ensure that the detailed operational procedures for determining eligibility for per diem payments, reporting, vouchering, and auditing of per diem payment claims from State Veteran Home (SVHs) are completed timely and accurately.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/03/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Performs a wide range of administrative and technical duties, subject matter for Eligibility & Enrollment (E&E), and working knowledge of other computer software programs necessary to track and monitor Veteran information; enter data into appropriate databases; compile and review data for monthly reports, spreadsheets, and local documents.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Physical Requirements: The work is mostly sedentary but requires some walking, standing, bending. lifting and carrying light items such as paper, books, and charts.

Major Duties:
Duties include but are not limited to: Ensures that all elements related to per diem payments for State Veterans Home (SVH) Per Diem Program are accurately processed.
Responsible for the administrative review of Veteran eligibility requirements for payment of per diem for nursing home level of care.
Processes of applications for new Veterans admitted to a SVH or whenever a change in the Veterans' levels of care occurs. Processes payments to the SVH for care provided.
Monitors and tracks SVH budgeting processes in collaboration with the Fiscal Department. Reviews and monitors the gains and loss report from the SVH.
Uploads data from the National Portal and uploads data to the National Share Drive for auditing purposes. Completes quarterly audits. Participates in monthly per diem conference calls.
Provides updates to all stakeholders as needed.
Keeps up with programmatic changes communicated by the National Program Office and other per diem entities to ensure compliance with per diem responsibilities. Assists with other SVH Program duties.
