The Administrative Officer position is located in Prosthetics & Sensory Aids Service, at the Charles George VAMC in Asheville, NC.
The Administrative Officer in Prosthetics & Sensory Aids Service Line (PSAS), participates in the overall decision making, policy development and planning for the management of the Prosthetics & Sensory Aids Service Line at the Charles George VA Medical Center, located in Asheville, NC, Franklin CBOC, Hickory CBOC, and Rutherford County CBOC.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Major Duties:
Major duties and responsibilities include: Fiscal Management: Prepares Prosthetics facility budget projections based on studies of past expenditures, knowledge of the team's requirements, changes which have occurred in workload, and future goals of the team which involves working closely with the section heads in assessments, forecasting and determination of their specific needs.
Records and organizes documents relating to expenditures to provide accurate and timely data and immediate visibility concerning availability of funds Equipment Accountability: Is designated by the Chief of Prosthetics & Sensory Aids Service as the responsible official for all property assigned to PSAS and assures that all necessary equipment is included in the preventive maintenance program.
Conducts inventory of CMRs. Assembles and analyzes equipment needs, after coordination with program coordinators; prioritizes equipment needs.
Serves as liaison between Facilities Management Service and PSAS for all equipment orders, deliveries and problems that may arise.
Space Utilization/Management: Conducts analysis of space requirements for PSAS in coordination with program coordinators.
Prepares requests and justification of space requests for Space Committee review.
Requests include telephone, additional equipment, and furnishing and fixture requirements Personnel Management: Incumbent serves as the administrative resource and clearing point for PSAS for personnel management actions.
This often requires dealing with procedural problems of a novel or unusually sensitive nature.
This includes providing technical assistance and advice, maintaining necessary controls and suspense files; compiling and submitting necessary paperwork for appointment and staffing purposes, professional standards board actions, employee clearances, placement, follow-ups, merit promotions performance awards and evaluations, classification actions, counseling and disciplinary actions; maintaining knowledge of VA AFGE Master Agreement and coordinating AFGE involvement in personnel related matters, etc.
