Full Job Description

This position is responsible for the overall management and organization in regards to the administrative program duties required of the department.

This position oversees the efficient and effective day-to-day operations of the HCBC administrative office and its associated staff.

The incumbent is familiar with HCBC processes so he/she can accurately attend to questions posed by internal and external customers.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/06/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization.

Examples of specialized experience for this position include but is not limited to the following: Demonstrated effective telephone skills.

Able to communicate with agencies, Veterans and families, Developing and maintaining Excel spreadsheets and graphs to record and track program and performance data, Taking accurate notes for meeting and and compiling all required information in the notes, The ability to handle multiple priorities simultaneously and prioritizing tasks appropriately, and any other similarly related experiences.

Physical Requirements: The work is basically sedentary, but a great deal of walking to all parts of the Medical Center is required since the incumbent will be working with a variety of clinical and administrative services.

Major Duties:

Major duties include, but are not limited to: Responsible for collecting, compiling and/or tracking statistical information in support of program operations The incumbent tracks achievement on performance measures, goals and objectives; receives and processes documents and reports in accordance with established procedures; uses software applications to draw information from a wide variety of sources in order to prepare reports; and assists in the planning, review and reporting of data/statistical results of program operations The incumbent retrieves a variety of computerized data, establishes protocols for incoming data and organizes and maintains program data The incumbent tracks and trends issues related to the oversight of each program; utilizes statistical data to compile monthly reports as requested for all program staff; assists with keeping program staff apprised of patient census and any changes/problems that might be encountered; participates in program satisfaction requirements, performance improvement activities related to the program quality improvement process; and offers performance improvement advice to program staff The incumbent is responsible for providing data/reports related to the administrative, clinical, financial, and technical aspects of the program as required to Central Office, the VISN 6 Network Office, Medical Center Director, G&EC, HCBC Program Coordinator, or other supervisors needing data.

He/she will maintain program records and all policies/procedure manuals to meet Office of Inspector General (OIG), and VHA standards The incumbent utilizes a variety of software programs and communication tools to input and retrieve data as required The incumbent accurately collects, enters, and manages data, including both patient data and program data The incumbent is certified as a Contracting Officer Representative (COR), in order to provide financial and technical support to existing and potential CNH and CADHC contracts, which includes, but is not limited to entering obligations, purchase orders, new vendor information, and updated patient information in the VistA Community Nursing Home Package The incumbent will utilize COR training in the implementation and monitoring of Provider Agreements (ProVA) The incumbent is responsible for developing a systematic accurate method to track and analyze the HCBC programs' financial impact upon the facility and serves as the primary resource in developing and projecting fiscal year budget requirements for the HCBC program Performs other duties as assigned.
