Full Job Description

You will serve as a Senior Program Analyst responsible for advanced research and development projects in support of Naval Intelligence activities in the NAVAL INTELLIGENCE ACTIVITY.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level or pay band in the Federal Service or equivalent in the private or public workforce such as: 1.

Possesses and maintains project management and/or ocean engineering expertise, as well as experience with Naval Intelligence collection systems and/or maritime sensor technology; 2.

Evaluate the effectiveness of projects and achieves the organization's objectives by recommending utilization of funding, manpower, or material resources; 3.

Determine system performance requirements and conduct in-depth analysis and trade studies of proposals related to ocean engineering; 4.

Evaluate and monitor cost, schedules, and technical feasibility of maritime sensor technology development projects and acquisitions; 5.

Determine level of effort required to complete Naval intelligence collection system projects; and identifies risks and impact to schedule and cost; 6.

Make decisions and commitments based on interpretation of regulations and guidelines.

  • You will provide direction and leadership in efforts to expand system capabilities and to develop new systems that satisfy maritime intelligence requirements.
  • You will oversee design, fabrication, testing, and certification of systems under development or undergoing improvements.
  • You will provide leadership and guidance to less experienced colleagues within the organization. Produces and provides briefings to high level managers and senior planners.
  • You will develop new concepts of operations for Naval Intelligence systems and activities.
  • You will advise personnel on unique requirements and system readiness, supporting mission requirements and providing status of system readiness and other inputs in support of operational employment.
  • You will serve as the Contracting Officer's Representative (COR), providing detailed technical tasking, technical evaluation of proposals, and contract management and oversight for system development, engineering, fabrication, and testing activities.
