Summary

This job involves managing maintenance projects in the Air Force, including planning work schedules, analyzing production issues, and preparing bids for equipment and services.

The primary purpose of this position is to serve as a program/project manager, providing planning direction, organization, analysis, identification and resolution of problems associated with maintenance production of work loading and developing response to bid solicitations i.e..

projected quantities: schedule: equipment functions; technical specifications.

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. This position may be filled at the GS-11 or GS-12 level.

Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor.

In order to qualify, you must meet the education and/or experience requirements described below SPECIALIZED EXPERIENCE GS-11 Level: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems.

Examples of specialized experience includes includes analytical and evaluative experience to assess and develop select portions of program/project initiatives and to identify, consider, and resolve issues or problems associated with portions of programs/projects.

Analyzes program effectiveness, efficiency, and productivity; develops recommendations to solve problems.

NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: I have successfully completed Ph. D.

or equivalent doctoral degree or 3 years of progressively higher level graduate education leading to such a degree or LL.M., if related. NOTE: You must submit a copy of your transcripts.

OR COMBINATION OF EXPERIENCE AND EDUCATION: I have equivalent combinations of successfully completed post master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B.

or J.D., if related and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible.

One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level.

Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.

TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

SPECIALIZED EXPERIENCE GS-12 LEVEL: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems.

Examples of specialized experience includes serving as a program/project manager providing planning direction associated with maintenance production including cost estimates, schedules, and performance baselines.

Applying program/project management to guide various phases of program/project cycles.

Establishing management controls such as milestones, expenditure rates, management indicators, and management reviews to reflect program/project status are with baseline and budgetary limitations.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of laws, principles, policies, and practices of contract and program management.

Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities.

Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence the contract process and contract management.

Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy.

Ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit.

Ability to plan, organize, and manage critical aspects of contract development, production, support and integrate, analyze, and manage a variety of contract functions and personnel in support of the process.

Ability to assist, mentor and provide guidance to Junior Contract Managers. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

1. Assesses progress of assigned projects/programs including cost estimates, schedules, and performance supportability baseline requirements by applying known methods and procedures. 2.

Plans, organizes, and coordinates activities of functional specialists including contracting, engineering, manufacturing, program control, configuration/data management, test, and logistics to ensure timely response to solicitations.

3. Prepares and presents staff studies for presentation to the Wing, Group, and Squadron, Program Manager or Program Director and other management officials. 4.

Develops/reviews planning and programming documentation. 5. Conducts analysis of sponsoring agency's technical requirements. 6.

Provides program/project oversight and participation in/or establishes local policy and procedures.
