This job is for a manager leading a design team at a naval testing facility in Pennsylvania, where you'll oversee engineers, manage projects, and ensure safe and efficient operations for complex systems like ships and test equipment.

You will serve as the head of the Design Division for the Compatibility Test Facility (CTF) of NSWC PHILA DIV. The Secretary of War has ordered a hiring freeze subject to certain limited exceptions.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-04 pay band (GS-12/13 grade level equivalency) in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following: As a professional engineer leading multidisciplinary teams through direct supervision, team leadership, or project management to achieve mission objectives; evaluating employee performance, delivering constructive feedback, and mentoring staff to sustain or enhance high performance levels; assessing applicants for division vacancies by conducting formal resume reviews, leading interview panels, and scoring candidates in compliance with merit system principles; organizing workflows, managing communications efficiently, and prioritizing tasks to maintain project momentum and meet deadlines; applying work control processes to ensure documented, approved, and safe execution of activities in test facilities or onboard ships without disrupting planned operations; demonstrating knowledge of organizational policies and instructions, including equal employment opportunity (EEO), absence and leave, disciplinary procedures, recruitment, relocation, retention, position classification, mission readiness, and cybersecurity programs; operating in schedule-driven settings to minimize delays and mitigate risks; and utilizing systems engineering processes to support design, integration, or sustainment of complex systems.
