Job Description

Summary

This job involves managing the certification and training program for contracting officers' representatives at a naval command in Washington, including tracking appointments, conducting audits, and providing support on procurement tools and policies.

Full Job Description

You will serve as the Keyport Contracting Officer's Representative (COR) Certification Manager at NAVUNSEAWARCENDIV KEYPORT WA.

The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the grade level (GS-11/12) or pay band (NT-04) in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Leading procurement through all phases of the procurement cycle, from acquisition planning, solicitation development, evaluation, award, and post award administration.

  • You will serve as the Keyport Contracting Officer’s Representative (COR) Certification Manager (CCM) and the Keyport Managers’ Internal Control Program Assessable Unit Manger for Keyport’s COR program.
  • You will implement COR policy.
  • You will monitor and track COR appointments and terminations and provide metrics to the Program Manager.
  • You will conduct detailed surveillance and audits of CORs, to include reviewing COR records to track compliance.
  • You will assist personnel with the use of the Joint Appointment Module (JAM), Surveillance and Performance Monitoring (SPM) module, the Electronic Cost Reporting, and Financial Tracking (eCRAFT) system.
  • You will apply knowledge of contracting procedures, such as simple acquisition procedures, contracting by negotiation, special contracting methods as well as service, commercial, and construction contract administration.
  • You will serve as the Command’s Services Contracting Portfolio Manager and be responsible for developing and maintaining Command metrics concerning acquisition and contracting.
  • You will be responsible for providing training to CORs and other acquisition personnel on NAVSEA services contracting requirements including, but not limited to, tripwires, personal services, invoice review, CPARS, JAM, SPS, and eCRAFT.
