Job Description

Summary

This job involves leading engineering and scientific efforts in radar and electronic warfare systems for the Navy, focusing on planning, reviewing, and managing technical projects to ensure they meet high standards.

You'll guide teams, develop strategies, and oversee budgets and contracts in a defense research center.

Key Requirements

  • At least one year of specialized experience at ND-04 (GS-12/13 equivalent) level in federal or equivalent private/public sector
  • Professional engineering or science background in researching and analyzing technical requirements for radar and electromagnetic systems
  • Expertise in system engineering practices, including planning and chairing System Engineering Technical Reviews (SETR)
  • Ability to provide technical leadership, mentoring, and assessment of engineering teams
  • Skills in program management, strategic planning, budget development, and contract oversight
  • Knowledge of Mechanically Scanned Radar, Electronically Scanned Radar, Electromagnetic Warfare, and Communication Systems
  • Qualifications in relevant OPM series: 0801 (Engineering), 1301 (Physical Science), 1501 (Mathematics/Statistics), 1515 (Operations Research), or 1550 (Computer Science)

Full Job Description

You will serve as an ENGINEER/SCIENTIST in the Sensor Integration and Technology Department, Radar Technologies Division of NAVAL SURFACE WARFARE CENTER.

The ND-05 pay band encompasses positions equivalent to GS-14 and GS-15. This position is part of the Warfare Centers Personnel Demonstration Project.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-04 (GS-12/13 equivalent) pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: as a professional engineer or scientist researching and analyzing technical program requirements (e.g.

Mechanically Scanned Radar Systems, Passive Electronically Scanned Radar Systems, Active Electronically Scanned Radar Systems, Electromagnetic Warfare Systems, Communication Systems) ensuring proper technical rigor for the development and effective execution of system engineering practices.

  • You will be responsible for establishing and deploying the Division's approach to technical rigor including implementing, planning, managing, and chairing System Engineering Technical Review (SETR) Processes.
  • You will provide technical and program support to the Division staff, Branch managers, partnering Divisions, and DoD sponsors.
  • You will train, mentor, and assess Division engineering resources to ensure growth of technical competencies and maintain knowledge, skills, and abilities to execute current and future workload.
  • You will assist with development of strategic plans to ensure Division engineering human capital and engineering facilities align to higher-level strategic plans and objectives.
  • You will provide technical leadership of Division Subject Matter Expert Chief Engineers to facilitate the growth of Division technical workforce and to provide technical oversight of operations within the Division.
  • You will be responsible for program management, strategic planning, system engineering, contract development, contract oversight, budget development, technical analysis, and integrated product team management.
