This job involves leading and managing health benefits programs for non-government-funded employees in the Department of Defense, including overseeing contracts, analyzing data, and ensuring everything follows health laws.

This position is part of the Defense Human Resources Activity. The incumbent will be responsible for developing policy and providing guidance on NAF employee benefit programs.
You may qualify at the GS-14, if you fulfill the following qualifications: A.
One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Knowledge of laws, policies, and principles governing self funded health benefit plan design and administration.
Knowledge of health care industry and health insurance standards and trends to effectively interact with Health Plan Third Party Administrator.
Knowledge of contracting processes and procedures and ability to act as a Contracting Officer's Representative.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
As a Management and Program Analyst at the GS-0343-14 some of your typical work assignments may include: Provides strategic direction, oversight, and administration for the Nonappropriated Fund (NAF) Health Benefits Plan (HBP).
Manages the health plan contract by working with the contracting office and the Third-Party Administrator, which includes reviewing financial reports and data.
Oversees NAF HBP operations, such as premium determination and open enrollment, and chairs the NAF HBP Committee to build consensus on plan and premium changes.
Maintains and analyzes health plan data to identify trends and issues, and stays current with health benefits laws and regulations to ensure compliance.
Acts as the NAF HBP Privacy Officer to ensure compliance with the Health Insurance Portability and Accountability Act (HIPAA).
