The primary purpose of this position is to provide the Director of the Joint Personnel Recovery Agency (JPRA), a Chairman's Controlled Activity (CCA) and the DoD's operational office of primary responsibility (OPR) for personnel recovery, a dedicated liaison officer to the combatant command.
This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS).
The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level.
The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position.
Examples of creditable experience include: knowledge of a wide range of concepts, principles, and practices in Personnel Recovery to include doctrine, policy, guidance, operational planning processes, planning and execution of strategic-level Tier 1 exercises, and specialized technical capabilities.
Incumbent must be able to explain highly complex and detailed information, concepts and capabilities in a clear, concise manner and then integrate into customer products and processes.
Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.
Knowledge and expertise in training, sustainment, exercise, and force enabling mechanisms supporting national level capabilities to include Integrated Joint Special Technical Operations (IJSTO), Alternative Compensatory Control Measures (ACCM) programs, operations security, DoD, and Joint Staff sensitive security programs and risk analysis.
Strong ability to manage sensitive matters and/or complex problems, make key contributions to group efforts and exercise appropriate leadership and initiative. 2.
Extensive knowledge and extensive experience in military staffing, planning and operations, working with OSD, the Joint Staff, the Services, the combatant commands, their components and interagency organizations to interpret doctrine, plans, policies and procedures to provide staff-level guidance for personnel recovery matters.
3. Very strong interpersonal, organizational, and problem-solving skills, including adaptability and resilience. Strong ability to work both independently and in a team or collaborative environment.
Builds and develops broad professional working relationships within and outside of the immediate work area in support of JPRA functions and initiatives. 4.
Master ability to listen to, clarify, and convey understanding of others' ideas, comments and questions as well as ability to integrate and build upon diverse opinions in a manner that encourages the development of integrated solutions and strategies.
Strong ability to develop effective plans for complex projects, taking into account a diverse range of considerations and ensuring that the activities can be successfully completed. 5.
Master ability to communicate complex information clearly, concisely and in a manner that is targeted to and meets the needs of varied audiences with different perspectives and objectives. 6.
Ability to apply decision making techniques in complex situations to include anticipating and recognizing best practices and choosing options to maximize benefits to the customer, JPRA and the DoD.
CONDITIONS OF EMPLOYMENT CONTINUED: 1.
Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position.
A non-disclosure agreement must be signed. 2.
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
Employee must pass initial and periodic short notice drug testing.
Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
PRIMARY PURPOSE CONT: This position serves as the Director's representative and spokesperson to advise and assist the combatant command in the operational implementation of joint personnel recovery policy, strategy, doctrine, plans, and requirements.
The incumbent advises and assists the combatant commander in developing Personnel Recovery programs, implementing Department of Defense (DoD) Personnel Recovery policy, and fulfilling JPRA's responsibilities.
This position works throughout the combatant command and JPRA staffs as required to further the DoD and JPRA's personnel recovery related goals and objectives.
This position relays critical/relevant information to the Director and applicable JPRA Division Chiefs as appropriate, synchronizes with the JPRA J3 for day-to-day operations and reports to JPRA J3 administratively.
DUTY 1: Represents the JPRA Director and serves as JPRA's focal point for all Personnel Recovery issues and activities within the combatant command.
Provides senior-level liaison at the staff officer and executive levels to synchronize Personnel Recovery efforts with the combatant command staff.
Provides combatant command insights to the JPRA Director and staff to actively support JPRA priorities and projects.
DUTY 2: Serves as an advisor to the combatant commander, staff, and subordinate commands on Personnel Recovery doctrine, planning, operations, training and readiness policy, programs and procedures.
Utilizing tacit expertise and providing reach back for institutional expertise from the JPRA staff, assists the combatant commander and staff in developing, publishing, and maintaining an integrated Personnel Recovery program IAW DoD policy and joint doctrine that supports DoD activities and operations within their area of responsibility.
DUTY 3: Assesses combatant command Personnel Recovery programs, gathers requirements and applies technical expertise to evaluate possible solutions to address client needs.
Identifies gaps within the DOTMLPF-P, articulates the risk if gaps are not addressed and proposes courses of action to address gaps.
Coordinates between the combatant command and JPRA to advance and institutionalize JPRA capability development and other DoD efforts.
Ensures Personnel Recovery specific requirements are inserted in appropriate combatant command policy, planning and execution documents.
