Full Job Description

The Office of Acquisition and Logistics (OAL) supports America's Veterans and families by delivering acquisition, logistics, and supply chain business solutions that provide better outcomes and harness technology to assure quality support/services for the VA multi-billion dollar acquisition mission.

To qualify for this position, you must meet the following: SPECIALIZED EXPERIENCE GS-13: Must have at least one (1) full year of specialized experience that equipped you with the knowledge, skills and abilities to qualify for position.

To be creditable, specialized experience must have been equivalent to the GS-12 level in Federal service.

Qualifying specialized experience includes ensuring compliance with all relevant legal, security, and regulatory requirements applicable to assigned logistics and supply chain program activities and projects; coordinating the evaluation and analysis of special projects; developing and modifying new processes and procedures to improve the quality and effectiveness of logistics and supply chain program operations; identifying risks within logistics supply chain program operations and assesses potential impacts; evaluating the results of internal management studies; conducting extensive oversight and analyses of logistics supply chain existing and future programs; evaluating programs, functions, and organizational effectiveness; providing analysis of acquisition and logistics and supply chain programs; assessing the effectiveness and efficiency of acquisition and logistics/supply chain programs and functions; reviewing specifications and requirements by analyzing capabilities, costs, and functionality to support effective decision-making and program planning; coordinating activities such as defining requirements, communicating implementation project plans, and resource requirements; producing and presenting information and findings in a variety of formats; and managing complex logistics supply chain projects utilizing advanced analytical tools and methods.

Major Duties:

Coordinates the evaluation and analysis of logistics supply chain special projects developed to address critical, unique, or innovative logistics supply chain organizational performance needs.

Develops and modifies new processes and procedures to improve the quality and effectiveness of Department of Veteran Affairs logistics supply chain program operations.

Identifies risks within logistics supply chain program operations and assesses potential impacts to ensure effective mitigation and continuity of program activities.

Evaluates the results of logistics supply chain internal management studies made by individual offices, private industry, other government organizations or contractors to assess their validity, effectiveness and potential applicability to organization operations.

Conducts extensive analyses and oversight to evaluate organizational impact, feasibility practicality and effectiveness of existing and proposed logistic supply chain systems and procedures.

Evaluates programs, functions, and organizational effectiveness to determine whether existing logistics supply chain systems and processes efficiently achieve intended objectives.

Provides analysis and oversight of acquisition and logistics supply chain programs and related training activities.

Assesses the effectiveness and efficiency of acquisition and logistics supply chain programs and functions.

Reviews specifications and requirements by analyzing capabilities, costs, and functionality to support effective decision-making and logistics supply chain program planning.

Coordinates activities such as defining requirements, communicating implementation logistics supply chain project plans, and resource requirements.

Produces and presents information, reports and findings in a variety of formats utilizing Power BI, Microsoft Exccel, Microsoft Power Point, Microsoft Word and other application programs.

Manages complex projects utilizing advanced analytical tools and methods while leveraging Artificial intelligence programs.

Composes a wide variety of correspondence to include memoranda, letters, administrative issues, technical reports, operation procedures and policies, and internal audits.
