As a Management and Program Analyst, you will conduct assessments, special studies, and analysis of mail and project data for the mail management program; developing mail policies and operational procedures using knowledge of federal acquisitions including planning, programming, budgeting.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 04/10/2026.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service.

The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 04/10/2026.

THIS IS A TEMPORARY ASSIGNMENT LASTING MORE THAN A CUMULATIVE TOTAL OF 120 DAYS, NOT TO EXCEED ONE (1) YEAR, BUT MAY BE EXTENDED OR TERMINATED AT THE DISCRETION OF THE HIRING OFFICE.

THE SELECTEE WILL RETURN TO THEIR FORMER POSITION OF RECORD OR LIKE POSITION (same grade, full performance level and location), AFTER COMPLETION OF THE TEMPORARY ASSIGNMENT.

GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position.

You must have experience performing the following duties: Developing and conducting studies, analyzing, and evaluating proposed changes to program. Conducting market research on applicable programs.

Researching and investigating new or improved business and management practices to determine the impact on mail programs. Advising management on recommended solutions to various problems.

  • Organizational Location: This position is located in the Department of Homeland Security, U.S. Citizenship and Immigration Services, within the Office of Administration and are assigned based on the need of the agency.
  • Implement, coordinate, oversee, and advise management on a variety of complex mail management programs.
  • Plan and conduct broad and in-depth mail related studies that lead to process improvements and the development of information systems.
  • Develop and write new or amend existing issuances and directives and evaluate the content of new or modified legislation for projected impact upon agency mail management programs.
  • Develop and/or conduct briefings, presentations, conference materials and other communications for mail management.
  • Develop and coordinate planning and controls for submission of mail related data and requests.
  • Manage procurement development and acquisition through extensive market research.
  • Gather, compare, and correlate information about projected costs of current and future mail programs and activities.
