This job involves analyzing workforce needs, managing crisis strategies, and providing expert advice to help the Department of State plan and organize its staff effectively.
You'll review data from various sources, including classified info, to spot problems, suggest fixes, and ensure everything follows regulations.

This position is located in the Operations Center (S/ES-O).
You will be responsible for Crisis Management and Strategy (CMS) management portfolio and providing comprehensive analyses in workforce planning and management services.
This includes conducting organizational reviews and analysis, overseeing position management, allocation, and control, and delivering related analytical and advisory services.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following: -Experience in identifying gaps or conflicts in workforce requirements and developing data-driven alternatives for meeting current and projected workforce requirements.
-Experience in leading special studies and analyses to address complex challenges in workforce planning.
-Experience performing technical analysis of both open-source and classified information to establish program requirements, aid decision making and propose solutions to operational challenges.
-Experience in drafting hiring plans, and justifications for filling positions, and recommending priority positions for recruitment and staffing.
There is no substitute of education for specialized experience for the GS-13 position.
