Specialized Experience: For the GS-13, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.
Specialized Experience for this position includes: Reviewing, evaluating, and recommending modifications to workforce objectives and priorities; AND Conducting broad or specific studies, presenting findings and recommendations as written products and oral briefings; AND Participating in all administrative processes (such as supply, budget, procurement, personnel functions, and/or travel and space management).
For the GS-12, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service.
Specialized Experience for this position includes: Performing a variety of administrative support functions (such as budget, supply, procurement, personnel functions, and/or travel and space management), as well as providing administrative, clerical, and technical support services; AND Conducting broad or specific studies and assessing results relevant to workforce goals and objectives; AND Making recommendations for improvement in the effectiveness and efficiency of program and work operations.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13 you must have been at the GS-12 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

The following are the duties of this position at the GS-13.
If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a/an Management and Program Analyst, you will: Serve as the key advisor on and expert in the analysis, evaluation, and improvement of the efficiency of internal administrative activities and operations, as well as advising the A/S, GDAS, Deputy Assistant Secretaries, Office Directors, Division Directors, and/or others on the scope and execution of administrative activities as well as the impact upon all other operational elements within CPD.
Research and or analyze problems, issues, or program requirements. Provides expert analysis and advice on complex program issues.
Based on operations and changing program requirements, identifies relevant issues.
Independently, or as a member of a team, conduct broad or specific studies and assess results relevant to workforce goals and objectives.
Actively participate in all phases of the assigned program's administrative processes (such as supply, budget, procurement, and personnel functions), performing a variety of administrative support functions for program and or Departmental leadership, as well as providing administrative, clerical and technical support services to facilitate the workflow of the organization.
