Full Job Description

This position is located in the Overseas Security Advisory Council (DS/DSS/OSAC), Deputy Assistant Secretary for Security, Bureau of Diplomatic Security, U.S. Department of State.

The Overseas Security Advisory Council is a chartered federal advisory committee created under the authority and auspices of the Secretary of State and resident within the Bureau of Diplomatic Security.

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following: Experience analyzing and conducting research on administrative processes and programs to make recommendations to senior management.

Experience providing guidance in applying, interpreting, and adapting policies and procedures to advance organizational goals.

Experience in drafting policies and standard operating procedures based on resource usage and requirements. There is no substitute of education for specialized experience for the GS-13 position.

Major Duties:

  • Leads research and analysis into management issues and initiatives in order to recommend appropriate resolution strategies.
  • Analyzes management operations to identify problems, evaluate alternatives, recommend options, manage risks, and evaluate programmatic and operational decisions.
  • Provides guidance on a wide range of program management issues specific to administrative efficiency and proper resource management.
  • Establishes and maintains effective liaisons with all levels of DS management, key Department interlocutors and private sector members of the Overseas Security Advisory Council (the Council).
  • Provides written and oral presentations, guidance, and products such as meeting minutes and correspondence.
