The Management and Program Analyst directs all USA Hire product development and maintenance activities and expands USA Hire capabilities in alignment with the HR lifecycle.

For the GS14: You must have one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level or pay band in the Federal service (obtained in either the public or private sectors) performing ALL of the following duties (ensure ALL are demonstrated through experience on your resume): Applying analytical and evaluative methods to assess product development activities; Performing strategic communications, business development, marketing, and/or outreach to multiple offices; Applying a wide range of laws, regulations, policies, and precedents applicable to product development program operations; AND Defining IT capabilities and characteristics to provide a variety of stakeholders with expert advice, assistance, and direction on automated delivery systems.
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS 14 level.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
Ensures the scope and functionality of USA Hire aligns with the Federal Government's Human Resource Information Technology (HRIT) needs.
Leads and/or serves on project teams, committees, and task forces comprising OPM and agency management officials and stakeholder groups.
Negotiates with agencies, explaining Human Resources Solutions (HRS) capabilities, including the full range of products and services, and the flexibilities available to meet their needs.
Oversees the research and evaluation of "state of the art" technology for applicability to USA Hire and other HRS IT solutions.
Formulates organization-wide system initiatives and strategic goals to promote the delivery of USA Hire objectives.
Serves as liaison between the USA Hire Program Office and the HRS IT Program Management Oiffce on USA Hire IT priorities.
Supervises a supporting staff, each with delegated responsibilities in specific technical areas.
