Full Job Description

This position is located in the Department of State's Office of Foreign Missions (OFM), which is responsible for implementing the requirements of the Foreign Missions Act of 1982 (22 U.S.C 4301-4316, as amended).

The incumbent serves as a Management and Program Analyst in OFM's Property and Special Projects Office (OFM/PSP).

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following: Experience preparing and presenting complex technical and analytical information, both orally and in writing, to a variety of stakeholders, including senior management and external partners.

Experience conducting data analysis using statistical techniques and business intelligence tools (such as PowerBI or Tableau) to inform management decisions and improve program effectiveness.

Experience identifying process improvement opportunities and recommending solutions to enhance operational efficiency or data quality within an organization.

There is no substitute of education for specialized experience for the GS-12 position. Major Duties:

  • Plans, organizes, participates in meetings with senior representatives of foreign missions and/or representatives of federal, state, local government authorities focusing on the resolution of matters associated with OFM's policy and programs.
  • Participates in interagency working groups and meetings and makes recommendations to these bodies and to Department management on new policies or approaches that will assist in achieving policy objectives.
  • Implements and evaluates policies and procedures for effective processing of data requests and works with leadership in the development and implementation of a continuous data quality process.
  • Monitors and audits the quality of data managed and maintain by OFM.
  • Uses analytic tools (i.e. PowerBI, Tableau) to transform and present data, such as in the form of visualizations, in a clear, actionable manner.
