Job Description

Summary

This job involves acting as a human resources advisor for a defense agency, helping leaders plan and manage civilian staff while analyzing how changes to the organization's structure might affect operations.

It also includes preparing reports and briefings for top decision-makers and handling special projects related to personnel.

Full Job Description

This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service.

It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.

It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA - JOINT FORCES HEADQUARTERS - DODIN.

In order to qualify for this position, you must meet the requirements described below.

Qualifying Experience: To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position.

Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.

For this position, qualifying experience is defined as: Experience serving as a Human Resources liaison providing guidance on human resources management; or analyzing proposed changes to organizational structure and advising leadership on potential impacts.

Qualifying experience also includes preparing and delivering briefings, advising on manpower management, and demonstrating the ability to manage sensitive projects and provide strategic recommendations to senior staff.

Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume.

All qualifications must be met within 30 days after the closing date of this announcement. Major Duties:

  • Serves as a HR liaison, providing guidance on the planning, development, evaluation, and management of civilian human resources for the directorate.
  • Analyzes proposed changes to organizational structure and resources, advising leadership on potential impacts and providing strategic recommendations to senior staff.
  • Prepares and delivers briefings on personnel policy, and collects, analyzes, and evaluates data to support high-level decision-making and senior level decision papers.
  • Advises on manpower management policy, including position management and high-grade controls. Provides recommendations on civilian personnel changes to the Joint Table of Distribution.
  • Manages sensitive, high-priority special projects. Initiates and assists with all phases of personnel actions including recruitment, promotions, and awards for the directorate.
