This position creates data management monitors and processes to ensure quality standards are met for data collected and/or utilized by behavioral health programs and providers across Washington.

About the division:

The Strategy, Policy, and Innovation (SPI) Division makes policy decisions that guide medical coverage, maintain quality standards, and ensure evidence-based practices for those on whose behalf HCA purchases medical care.

The Data Acquisition, Transformation, and Analytics (DATA) Team is within the SPI Division to provide data, analytics, and decision support tools to support HCA’s initiatives and programs, personnel work to provide data management, governance, and data-driven decision support applications to improve decisions and clinical quality and health care purchasing.

About the position:

This position is responsible for leading and supporting Behavioral Health Data Infrastructure (BHDI) projects for data quality processes and source improvements.

Through providing strategic and tactical data integrity ingestion testing to verify the integrity of behavioral health care data, which resides Behavioral Health Data Stores (BHD); Behavioral Health Data Repositories (BHDR); and ultimately HCA’s Enterprise Data Warehouse (EDW).

HCA’s BHD must accurately measure, document, and improve the integrity/quality of the behavioral health data submitters and the ingestion process.

This position will ensure that all three environments are kept in sync, as data patches, refreshes, and data conversion corrections and weekly/monthly ETL and interface records are applied and/or ingested.

This position establishes agency wide metadata standards to ensure consistent and accurate information is available to internal and external analysts and users.

This position is eligible to telework and is typically not required to report on-site.

The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA.

Frequency of onsite work will vary based on business and operational needs. HCA has currently suspended the ability to support out-of-state telework.

Requirements

Some of what you will do:

  • Serve as lead in the technical strategic planning and tactical operation of BHD data quality needs.
  • Develop logic, code, and processes to support large agency extracts for internal and external use.
  • Independently evaluate, define, and implement new data quality tools, technologies, and strategies.
  • Work closely with the HCA’s Division of Behavioral Health and Recovery (DBHR) and BHDS vendors in management of data quality and other issues with the warehouses.
  • Lead and facilitate all data quality meetings with vendor staff and business stakeholders.
  • Assist in development and implementation of test methodology/process.
  • Review vendors work plans, infrastructure diagrams and documentation, and any other technical documentation.
  • Establish productive working relationships across all DBHR data warehouse super users and lead super user group meetings.
  • Develop data quality training plans.
  • Responsible for BHD EDW data quality framework including design, development, and maintenance standards and capabilities.
  • Conduct comprehensive review of all data warehouse related design documentation (data model, ETL design, etc.).
  • Participate in and conduct reviews of all Change Request (CR) related documentation.
  • Assist with testing and approval process for data warehouse ETL changes, build, and/or review test templates.
  • Design, code, test, and execute complex reports (e.g. Python, Edifecs®, PowerBI, Tableau, etc.) and SQL data extracts.
  • Responsible for tactical planning of large or critical data pulls.

Qualifications

Required qualifications:

Qualifying candidates will meet one of the following criteria options:

Option 1:

  • Seven (7) years of consultative, administrative, or supervisory experience in information technology analysis, system maintenance, or troubleshooting/ problem resolution experience, or analyzing, designing, or programming computer systems applications or databases.

Option 2:

  • Associate degree and
  • Five (5) years of consultative, administrative, or supervisory experience in information technology analysis, system maintenance, or troubleshooting/problem resolution experience, or analyzing, designing, or programming computer systems applications or databases.

Option 3:

  • Bachelor’s degree and
  • Three (3) years of consultative, administrative, or supervisory experience in information technology analysis, system maintenance, or troubleshooting/problem resolution experience, or analyzing, designing, or programming computer systems applications or databases.

Option 4:

  • Master’s degree and
  • One (1) year of consultative, administrative, or supervisory experience in information technology analysis, system maintenance, or troubleshooting/problem resolution experience, or analyzing, designing, or programming computer systems applications or databases.

Option 5:

  • Three years as an Entry Level IT Professional in state service.

Additionally, qualified candidates will also satisfy all of the following requirements. Experience may be gained concurrently with the required experience above:

  • Three (3) years of experience working with a large data warehouse.
  • Intermediate knowledge and experience writing SQL code, Java, and Python performance tuning.
  • Three (3) years of experience utilizing data quality testing methodologies.
  • Three (3) years of experience in interface development using SQL Server Integration Services (SSIS) or equivalent software.

Required competencies:

  • The ability to take action to learn and grow.

  • Experience with and knowledge of prevailing industry data quality and database development standards.
  • Experience with and knowledge of Extract, Transform, and Load technologies.
  • Experience with and knowledge of metadata, business data definitions and data dictionaries.
  • Extensive knowledge of Structured Query Language (SQL), PL/SQL, Python, MS Excel, MS Visio, and Java.
  • Experience with and knowledge of data reporting using Business Intelligence software.

Preferred qualifications:

  • Experience with behavioral health data warehouses.
  • Experience with behavioral health systems.
  • Experience in creating reports using Power BI or similar BI tool software.
  • Experience with any helpdesk ticketing system.
