Public Health - Seattle & King County is seeking an Epidemiologist II (Healthcare Services Data Analyst) with experience analyzing, visualizing, and interpreting large healthcare services data sets and other data of public health importance.

This role will include developing and validating new analytic concepts in healthcare services and other data, building and maintaining interactive data visualizations, automating routine data analysis, quality assurance, and visualization tasks for improved quality and efficiency, and providing custom data request services to internal and external partners.

Additional bodies of work may include, but are not limited to, building and maintaining firearms violence-related analytical project tasks, exploring data sets newly acquired by APDE, and expanding and improving quality assurance practices for healthcare services and other data pipelines.

This position will report to a Senior Epidemiologist in the APDE Section of the Health Sciences Division.


Background

Public Health-Seattle King County (PHSKC) is the metropolitan health department serving all of King County.

The mission of PHSKC is to eliminate health inequities and maximize opportunities for every person to achieve optimal health.

This position is primarily based in Health Sciences Division of PHSKC with the Assessment, Policy Development, and Evaluation (APDE) section.

APDE is a nationally recognized leader in community health assessment, providing health assessment data and analysis to inform planning, policies, and actions, and develop innovative interventions to improve the health of King County residents.

Work Schedule

The normal work schedule for this position is Monday through Friday 8:00 a.m. to 5:00 p.m. and will, from time to time, require evening or weekend meetings. This position is subject to the Fair Labor Standards Act and is overtime eligible.


Remote and Onsite Work

The APDE team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is Chinook Building located at 401 5th Avenue in Seattle, WA 98104.


Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.


King County has a robust collection of tools and resources to support working remotely.

The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment.

Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

Requirements

Prepare and conduct in-depth analyses using large datasets to guide and support public health priorities (e.g.

Behavioral Risk Factor Surveillance System, Healthy Youth Survey, Medicaid claims, Medicare claims, electronic health records, birth certificate, death certificate, hospitalization, Census, criminal justice system data, housing provider data, firearms violence-related data, public health program data, etc.).

  • Identify key findings, interpret results, and develop/maintain data visualizations that highlight meaningful data to inform needs assessments and evaluations.
  • Prepare information to clearly communicate findings, and develop presentations, reports, websites, and data visualizations for technical and non-technical audiences and stakeholders.
  • Develop conference abstracts and manuscript(s) for peer-reviewed journals highlighting key findings from healthcare services data analyses.
  • Develop, implement, and monitor automated and manual quality assurance procedures that assess the accuracy and completeness of analytic-ready data sets, including healthcare services data.
  • In collaboration with subject matter experts and other analysts, develop and validate new analytic concepts using healthcare services data.
  • Serve as lead analyst on one or more data analysis projects at any given time.
  • Provide guidance and technical assistance to both internal and external analysts seeking to use healthcare services data and contribute to guidance documentation as needed.
  • Perform other duties as assigned.
  • Qualifications

    Our ideal candidate will demonstrate the following (Minimum):

    • Master's degree in public health, informatics, or related field.
    • Advanced knowledge of public health and healthcare services data gained through lived, professional, academic, or volunteer experience.
    • Deep knowledge of equity and social justice principles and practices; lived experience with and/or understanding of the effect of place-, race- and policy and systems inequities on communities and populations.
    • Knowledge of statistical methods to use quantitative data to answer program evaluation and research questions.
    • Strong ability to use sophisticated statistical software (such as SAS, Stata, R, SQL, Python) to perform a myriad of data functions, such as creating data sets, conducting quality assurance, analyzing text narratives, creating coding efficiencies, recoding data values, creating date/time calculations, applying formats to variables, merging data sets, and transposing data.
    • Demonstrated ability to develop interactive data visualizations that meet the needs of audiences. This includes development of templates and novel visualizations, as well as maintenance of existing dashboards.
    • Demonstrated oral and written communication ability to write and present information in multiple formats, including presenting data, findings and conclusions in clear and concise reports, presentations, infographics, etc. for general and technical audiences.
    • Demonstrated ability to successfully manage multiple projects requiring attention to detail and coordination of effort, working independently and as part of a team.
    • Demonstrated ability to work with, successfully collaborate, and maintain effective working relationships with a variety of individuals from diverse backgrounds, including community members, agency representatives and partners.
    • Skill and demonstrated proficiency in: Microsoft Office products (such as Excel, Word, Outlook, PowerPoint, SharePoint, Teams); database creation and maintenance, project management, and software for quantitative analysis (such as Stata, R, SQL, Python, Tableau, GitHub).
    • Demonstrated experience in cleaning, re-formatting, merging, and linking across large administrative data systems using SAS, Stata, R, SQL, or Python.
    • Demonstrated experience conducting quality assurance activities, developing healthcare services data analytic concepts, and conducting both descriptive and multivariable analyses.
    • Demonstrated experience interpreting numeric results and communicating findings to diverse audiences.


    The most competitive applicants will have the following experiences and qualifications (Desired):

    3+ years of experience wrangling, visualizing, and analyzing complex, large, line-level administrative data systems (e.g.

    health care claims, electronic health records, vital statistics, hospitalization, public health program data) using one or more sophisticated statistical software (e.g., SQL, Stata, R, Python, SAS).

  • 3+ years of experience of developing reports and data visualizations that clearly articulate methods, results, and implications of quantitative analyses.
