Full Job Description

The Seattle Fire Department is pleased to announce an opportunity for the position of Data Analytics Advisor (Strategic Advisor 2).

This position will report directly to the Fire Chief and provide data analytics program guidance to ensure consistent and clean data is used for compliance, decision making, and strategic planning at the executive levels of the Department.

Requirements

  • Develop a data analytics program, associated policies, department procedures, technical specifications, manage a dedicated budget for data analytic application/software purchases, as well as program communications and matrix management of existing Department data stewards.
  • Serve as an advisor to the Fire Chief on all aspects of data analytics including data collection, modeling, reporting, and compliance.
  • Provide data expertise and assist in developing the Department’s next strategic plan.
  • Represent the Department in new initiatives and strategic planning committees and provide subject matter expertise on data requirement recommendations and funding requirements to the Fire Chief, Leadership Team, the Mayor’s Office, CBO and/or City Council.
  • Develop, draft, and administer the Department’s policy and operating guidelines on data management and data analytics.
  • Develop Departmental standards of cover (SOCs) to identify community risk and current, or baseline, levels of performance that the fire department is capable of delivering.

    Use data analytics to identify changing trends and patterns in emergency response to guide operational policy and the deployment of fire and EMS resources.

    Oversee the Seattle ITD Allocations and Direct Billed Items/Program budget of $12,000 annually.

    Perform data analysis and reporting for grants to identify and recommend any shortfalls or gaps to Executive Leadership Team, Fire Chief, and/or CBO in grant data reporting to mitigate potential losses up to $4 million in grant funding, annually.

    Qualifications

    Requires a Master’s degree in data analytics, or a related field and three years of experience in systems, operations, procedures, research or analysis, or equivalent combination of experience and education.

    The successful candidate will also possess the following qualifications and skills.

    • Expertise in information systems and the components that process data, the principles, practices, and methods related to information architecture, data administration areas such as policies and standards, data definition, modeling and logical design, database design, and quality control, data concepts such as syntax, taxonomy, and hierarchy, databases (such as Oracle or DB2) and CASE tools, data modeling and relational databases.
    • Skills in brainstorming, presenting, sharing, discussing, and defending ideas.
    • Ability to establish and maintain effective business relationships and help stakeholders effectively resolve issues related to cross-agency data sharing, usage conflicts, and data inconsistencies.

    Additional Information

    The full salary range for this position is $56.57 - $84.88 per hour.
