The WSLCB Information Technology Services Division is announcing an exciting opportunity for Data Management Specialist (IT Data Management –Senior/Specialist) in Olympia, WA.
This position reports to the LEEADS and Data Analytics Services Manager in the WSLCB's Information Technology Services Division (ITSD).
In this role, you will work collaboratively with cross-functional teams to support the governance framework necessary for creating, testing, and maintaining complex database systems for the agency including reviewing other technical team member designs for compliance and efficiency.
You will develop data solutions that meet access, security, and quality controls required to ensure the highest level of data accuracy, integrity, and fidelity.
You will also build and maintain reports through custom and BI solutions.
In addition, this position includes the responsibilities of a database developer by taking business requirements to analyze and design, develop, test, normalize, install, and implement agency databases and data interfaces, including writing scripts for automated backups, replication and ETL processes.

Lead definition and monitoring of key data to agreed standards and quality (business and regulatory needs).Schedule, convene, and lead joint Data Management working group and report to Council.Develop and maintain Data Management policies and strategy.Establish clear and agreed quality metrics and measurement processes.Define profiling, cleansing, and standardization processes.Create and maintain current and future state data architectures.Define and manage standards, guidelines, and processes to ensure data quality.Oversee end-to-end data life cycle management activities.Work with IT teams, business analysis and data analysis teams to understand data consumption needs and develop solutions.Effectively mentor, train, coach, counsel, and motivate junior developers, system administrators and other technical staff to achieve consistently high performance.
Develop, review, and approve code modification of fellow developers before migration into user acceptance testing and into production.
Plan, design, document, review and write code to create, enhance or fix application components.Deploy code in accordance with WSLCB deployment release strategy.Ensure that all data objects required by the database(s) are accurately defined and represented at the level warranted based on data model type.Define entities, their attributes, and their relationships for all conceptual data models.Define exact datatypes, lengths assigned and default values for all logical data models.Normalize the data to the third normal form (3NF) for all logical data models.
Define the relational tables, primary and foreign keys, and stored procedures for all physical data models.Address cardinality and nullability of relationships between tables for all physical data models.Define views, indexes, access profiles, and authorizations for all physical data models.Identify missing and redundant data and leverage data modeling best practices to resolve and/or remediate.Develop a database modeling schema (DBMS) including the location, data storage and technology to be used for all projects/efforts.Collect descriptive statistics like minimum, maximum, count and sum.Collect data types, lengths, and recurring patterns.Tag data with keywords, descriptions, and categories.Perform data quality assessments to expose potential risks of performing joins on the data.Discover metadata and assess its accuracy.Work collaboratively with data owners to understand legacy system data design, data structures (i.e., format, location, sensitivity, etc.) and business requirements (e.g., records retention, data security, data privacy, etc.).Work collaboratively with functional team members (e.g., System Architect, System Engineer, etc.) to understand the target system data design and any new business requirements (e.g., data archiving, disaster recovery, data masking, etc.).Develop the data conversion and/or migration plan to include scope, resources and timeline for data conversion and migration activities.Ensure functional life cycle management standards are designed, documented, communicated, and updated on a regular basis.
Develop and implement request handling and escalation policies and procedures.
The expected outcome aligns escalation policies and procedures with expectations of the business owners, stakeholders, division, and agency.Ensure test plans and test cases to validate software is secure and meets state, agency, and NIST guidelines.
Qualifications Required Qualifications:Six (6) years of professional experience in enterprise data governance and principles of data management and the data life cycle.ORA Bachelor’s degree from an accredited college or university with major coursework in Data Science, Information Management, or related field.
ANDFour (4) years of experience in the following:Standard Software Development Life Cycle while implementing enterprise principles, concepts, practices, and current industry standards as they relate to application development.
AND
Three (3) years of experience in applications development, including experience in designing, developing, and maintaining applications using industry standard tools and development languages. Required languages at a minimum include Python, SQL, C#, JSON, and PowerShell.
AND
Two (2) years of experience in leading a team on medium to large scale development efforts.
