Position and SalaryThe Attorney General’s Office is recruiting for a permanent full time Software Developer & Data Manager in the Information Services Division.

This position is located in Tumwater, Washington, and is not union-represented.

IT App Development – Manager Salary Range10IT: $107,364 - $144,372 The base pay offered will take into account internal equity and may vary depending on the preferred candidate’s job-related knowledge, skills, and experience.

The following stipends may apply based on position requirements:

  • Incumbents assigned to our Seattle office location receive an additional 5% King County Location Pay stipend.
  • Incumbents assigned to a position designated as requiring dual language skills will receive a 5% Dual Language Requirement Pay stipend.

About the Information Service Division (ISD)

The Information Services Division (ISD) provides strategic technology leadership, support and consulting for legal technologies and platforms.

ISD leads the design, development, and delivery of all AGO technology systems and applications, including enterprise infrastructure, voice services and secure network environments.

The division also maintains the operations of software and cloud platforms (private and public) to provide AGO staff access to their confidential work product and communications, ensuring solutions are tailored to the AGO’s unique legal and operational needs.

ISD has multiple units that provide project management and business analysis service, electronic library services, custom software development, business intelligence, data management services, and eDiscovery litigation technical support.

Through rigorous governance and cybersecurity controls. ISD ensures compliance with state governance policies/standards and that all technology services function properly and securely.


Duties and Essential Functions of the Software Developer & Data Manager (IT Application Development – Manager classification)

Software Development Management

  • Oversees the Application Lifecycle Management using agile processes and procedures for AGO Custom Applications ensuring that solutions are innovative, adaptable and provide high value.
  • Analyze industry-wide trends and make recommendations for improvements and efficiencies in system performance.
  • Oversees the resolution of high impact, high urgency incidents effecting AGO Custom Applications.
  • Ensures that custom developed solutions are tailored to the AGO’s unique legal and operational needs.

Data Management

  • Coordinates with executive leadership, legal divisions and technical staff to develop and maintain cohesive data governance and quality standards that include both internal and externally provided data.
  • Develop Data Warehouse and Business Intelligence within Visual Studio. Develops and maintains reports, ETL, and OLAP cubes template.
  • Provide advanced technical expertise and leadership for enterprise reporting tools and support the maintenance and enhancement of existing Dashboards to support the changing business needs

IT Program Management

  • Manages long-term vendor relationships, negotiates contract terms and provides contract enforcement.
  • Partner with ISD managers and supervisors to understand current and planned projects, work efforts and maintenance for assigned divisions.
  • Determine negotiate, document and agree on service level agreements (SLAs) and manage and review them through the service lifecycle.

Qualifications - This position is open to current permanent employees of the Washington State Office of the Attorney General only.

Bachelor's or higher degree involving a major study in information system technology, business, public administration or allied field. Equivalent work experience substituted for education requirement.

AND

Five years of progressively responsible experience in software development, data management, data quality, data governance, or other data-centric positions.

AND

Two years of experience leading software development teams using common technical frameworks such as SDLC, Agile, DevOps, PMBOK etc.
