The Employment Security Department (ESD) is seeking a highly skilled, forward-thinking Identity Platform Engineer to support and advance the agencys enterprise identity, access, and Microsoft 365 services.

As the Identity Platform Engineer, you will serve as the agency’s technical lead for enterprise identity architecture, including Active Directory, authentication services, and Microsoft 365 platforms.

You will design, implement, and optimize identity and access solutions that support secure, efficient, and scalable operations across ESD.

Your work directly supports systems with statewide and multi-agency impact, ensuring continuity, security, and high performance for critical services used by employers, job seekers, and individuals navigating career transitions.

Requirements

In this role, you will guide the planning, deployment, and support of enterprise identity and infrastructure services.

You will collaborate with architects, engineers, security teams, and business partners to solve complex technical problems, strengthen governance, and enhance service reliability.

You will lead or contribute to high-visibility initiatives, support incident and problem management processes, and develop clear documentation, standards, and workflows that improve consistency and operational excellence.

Your expertise will help shape the agency’s identity strategy, modernize platforms, and ensure compliance with evolving policies and regulatory requirements.

Some of what you will do:

  • Design, implement, and optimize enterprise identity and infrastructure services, including Active Directory, authentication workflows, and Microsoft 365 platforms.
  • Lead architecture, configuration, and deployment of AD components such as GPOs, OU structures, domain controllers, federation services, DNS/DHCP, and security configurations.
  • Provide senior-level engineering expertise, troubleshooting, and support for identity, email, and M365 services.
  • Collaborate with cross-functional teams to resolve complex infrastructure issues, mitigate vulnerabilities, and strengthen security and continuity.
  • Guide technical planning for projects, define requirements and deliverables, and ensure alignment with enterprise architecture and security standards.
  • Conduct research on emerging technologies and recommend improvements to enhance performance, resilience, and automation.
  • Lead or participate in incident, problem, and change-management processes, including root-cause analysis and long-term corrective actions.
  • Develop and maintain comprehensive technical documentation, including architecture diagrams, configuration standards, SOPs, and operational procedures.
  • Apply LEAN and continuous-improvement practices to optimize customer-support workflows, ticket handling, and service operations.
  • Train and advise staff on identity platforms, emerging technologies, and best practices; support cross-team knowledge sharing.
  • Maintain awareness of regulatory requirements (RCWs, WACs, policies) and ensure compliance across identity and infrastructure operations.
  • Identify opportunities to automate IAM and M365 workflows and expand self-service capabilities.

Qualifications

Option 1: Ten years of IT experience performing position specific duties in the following disciplines: Enterprise level management of MS Windows operating systems, MS Active Directory, and similar systems management tools, SMS/MECM, imaging automation, local application virtualization, end-point protection suites, GPO/GPP.

Option 2: Associate’s degree in information technology or closely related field and eight years IT experience performing position specific duties in the following disciplines: Enterprise level management of MS Windows operating systems, MS Active Directory, and similar systems management tools, SMS/MECM, imaging automation, local application virtualization, end-point protection suites, GPO/GPP.

Option 3: Bachelor’s degree in information technology or closely related field and six years IT experience performing position specific duties in the following disciplines: Enterprise level management of MS Windows operating systems, MS Active Directory, and similar systems management tools, SMS/MECM, imaging automation, local application virtualization, end-point protection suites, GPO/GPP.

OR A combination of education and/or relevant experience equal to 10 years.

The required experience includes:

  • Demonstrated experience with Microsoft Active Directory, group policy design, deployment and configuration best practice, including Active Directory Federation Services, and Azure Active Directory.
  • Experience with Microsoft Exchange (2010,2013, 2016, Exchange Online) or Outlook design, deployment and configuration best practices.
  • Experience with domain and certificate authorities.
  • Experience effectively managing workloads, assignments and deadlines.

Preferred/Desired Qualifications:

  • Experience with hybrid or public cloud services at an enterprise level. CompTIA Network + certification or equivalent experience/training
  • CompTIA Network + certification or equivalent experience/training
  • Microsoft or other related certifications.
  • Experience applying ITIL, Organizational Change Management or Lean principles
