The Human Resource Office of the Department of Labor & Industry and Banking & Securities is looking for a Human Resource Analyst 2 to join our Employee Relations and Workforce Support (ERWS) Division. This position requires an extensive knowledge and understanding of labor relations functions in order to complete a wide range of analytical and advisory functions. Requirements

As a Human Resource Analyst 2, you will be responsible for reviewing, investigating, and preparing timely responses to discipline and contract interpretation grievances.

This includes, scheduling and conducting meetings with union representatives, gathering case facts, formulating the agency's position on the matter at hand, and negotiating a successful resolution or settlement.

Work involves providing appropriate interpretation to supervisory or managerial personnel on the meaning and method of implementation of collective bargaining agreement provisions.

Effective communication is essential as you will developing and fostering working relationships with the Unions representing agency employees and corresponding with them on a regular basis to successfully resolve and/or settle contractual and/or disciplinary matters.

You will have the opportunity to participate in and conduct labor/management meetings with union representatives and act as a liaison with other programs regarding issues with labor-management implications.

You will also be responsible for conducting investigatory interviews, fact-finding meetings, and pre-disciplinary conferences.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week.

    In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.

    If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.

Qualifications

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Human Resource Analyst 1 or Equal Opportunity Specialist 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Two years of analytical experience that includes one year of professional human resource or equal opportunity experience, and a bachelor’s degree; or
  • An equivalent combination of experience and training.
