Requirements

As a Fiscal Management Specialist 2, you will serve as a primary lead for procurement operations under OMAP. You will collaborate with stakeholders in the Bureau of Procurement and Contract Management and the Office of Legal Counsel to ensure operational objectives are achieved in compliance with departmental standards. Your role will involve advising leadership on regulatory changes while monitoring procurement timelines and contract performance to ensure all processes remain timely and well-documented. Additionally, you will analyze existing policies, interpret procurement language for contract monitors, and formulate strategic recommendations for the Division Director. You will provide technical support by researching and preparing all necessary materials to facilitate the contract approval process and by guiding staff toward the most effective procurement methods. You will also utilize data to analyze expenditures and available balances within OMAP appropriations while maintaining detailed tracking systems for budgets and timelines.

Work Schedule and Additional Information:

  • Full-time employment, 37.5 hours per week
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time up to 3 days per week.

    In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.

    If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Fiscal Management Specialist 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • One year of experience in professional fiscal administration, and a bachelor’s degree in business administration, accounting, finance, economics, or a related field; or
  • An equivalent combination of experience and training.
