Cambria County Children & Youth Services (CYS) is seeking a dynamic individual to take on the role of lead fiscal staff within the agency.

Requirements
In this position, you will oversee and train the agency's fiscal team, ensuring they receive adequate support and cross-training for their responsibilities. Your duties will involve monitoring daily operations and projects, as well as preparing the state budget for Children and Youth and Juvenile Probation expenditures and revenues. You will compile the agency's budget by analyzing historical spending, evaluating program modifications, and estimating costs based on funding requirements. Additionally, you will prepare the county budget and all necessary financial reports for the County Commissioners and County Controller, while also managing the submission of quarterly state and federal expenditure reports.
A solid understanding of federal and state regulations regarding various funding sources is crucial. You will assist with audit preparations, manage mandated reports for federal and state revenue, and review applications from professional staff to assess medical coverage and Title IV-E eligibility for children in care. Furthermore, you will aid the agency administrator in formulating the annual Needs Based Plan & Budget for the Department of Public Welfare, ensure compliance with grant regulations, and provide financial guidance to professional staff, while also preparing training materials and conducting sessions for those involved in federal programs.
Work Schedule and Additional Information:
- Full-time employment
- Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
- Telework: You will not have the option to telework in this position.

Qualifications
QUALIFICATIONS
Minimum Experience and Training Requirements:
- One year as a County Fiscal Officer 1; or
- Two years of accounting and/or budgetary experience and a business-related bachelor’s degree that includes six college credits in accounting; or
- Four years of accounting and/or budgetary experience and a business-related associate’s degree that includes six college credits in accounting; or
- An equivalent combination of experience and training which includes or is supplemented by six college credits in accounting.
