Job Description

Summary

This job involves helping the military's health agency in San Diego improve its financial practices and prepare for audits by analyzing budgets, accounts, and reports.

It supports the Department of Defense's efforts to ensure accurate financial management in medical facilities.

A good fit would be someone with a background in finance or accounting who enjoys working with numbers, systems, and government rules, and has at least a year of relevant experience or advanced education.

  • One year of specialized experience using automated financial systems to analyze accounts and transactions (for GS-09 level)
  • Assisting in preparing routine financial accounting reports

About the Position: This position is located at Naval Medical Center, Defense Health Agency, Defense Health Network Pacific Rim, San Diego, CA Directorate of RM (Budget).

The primary purpose of this position is to support the Department of Defense (DoD) Financial Improvement and Audit Readiness (FIAR) efforts by performing audit and financial management analysis activities.

This is a Direct Hire Solicitation Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience.

Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

For GS-09 Specialized Experience: One year of specialized experience which includes: (1) utilizing automated financial management systems to analyze financial accounts and/or transactions; and (2) assisting and/or preparing routine financial accounting reports.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance or Accounting.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

For GS-11 Specialized Experience: One year of specialized experience which includes: (1) utilizing automated financial management systems to analyze financial accounts and/or transactions; and (2) assisting and/or preparing routine financial accounting reports; and (3) applying financial/budgeting policies and regulations to conduct financial oversight, budget formulation and/or execution.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance or Accounting.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

For GS-12 Specialized Experience: One year of specialized experience which includes: 1) utilizing automated financial management systems to analyze financial accounts and/or transactions; and (2) assisting and/or preparing routine financial accounting reports; and (3) applying financial/budgeting policies and regulations to conduct financial oversight, budget formulation and/or execution; and (4) performing analysis of financial data to monitor budget and accounting performance for corrective action.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Major Duties:

  • Performs or advises on work in any of the phases or systems of budget administration.
  • Analyzes, interprets, and presents financial data of the organization's programs and administrative operations.
  • Identifies variances/discrepancies, performs Root Cause Analysis and report findings regarding budgetary concerns.
  • Conduct special studies on programs unique to the organizations funded activities.
  • Serve as liaison in matters pertaining to audit/audit assertion, monthly, quarterly or annual financial reporting, and/or data requirements.
  • Utilize financial systems to analyze large volumes of data, interpret results, and conduct audits.
