About the RoleKing County’s Department of Executive Services is seeking a dynamic and experienced eDiscovery Project Specialist to join our Public Records Program (PRP).

Position Summary

This role will lead the development and implementation of a comprehensive eDiscovery program within the PRP, applying Electronic Discovery Reference Model (EDRM) standards and best practices.

The ideal candidate will possess expertise in the litigation lifecycle, eDiscovery processes, and project management, and a solid understanding of public records and government transparency is preferred.


ABOUT THE OFFICE OF RISK MANAGEMENT SERVICES
The Office of Risk Management Services provides external services to the community as well as internal services to King County agencies, including:

  • Claims: King County investigates, evaluates, and resolves claims made against the county in a fair and expeditious manner.
  • Insurance: King County administers a self-insurance program and purchases a variety of other insurance policies and related services consistent with sound risk management practices and the needs of the County.
  • Contracts: Risk Management advises King County agencies on insurance requirements in all types of contracts. Risk Management actively negotiates and, together with the Prosecuting Attorney's Office, assists agencies in pursuing and tendering claims arising out of contractual relations.
  • Recovery Services: Risk Management is charged with seeking compensation for damages caused to King County property or injury to King County employees by negligent third parties.
  • Enterprise Risk Management Program (ERM): ERM works to proactively identify and assess high priority risks King County owns and improve controls for those risks. The program provides King County departments with consultation, data, and direct support to improve decision making and action planning.?
  • Finance & Administration: provides a wide range of financial and administrative support services to the division including budget, accounting, and general office support.
  • Open Government: Seeks to deliver government transparency, accountability, and accessibility through administration of the Public Records (Disclosure) Program, Ethics Program, Financial Disclosure Program, and Lobbyist Disclosure Program.

Requirements

SCOPE OF JOB DUTIES: To be considered for this opportunity, you must at a minimum, demonstrate the knowledge, skill, and ability to:

  • Program Development: Design and implement a litigation support–style eDiscovery function within the PRP, including standards for data preservation, collection, processing, and production.
  • Project Management: Lead eDiscovery and litigation-related projects from initiation through completion, ensuring timely and cost-effective delivery.
  • Client Engagement: Serve as the primary liaison for internal and external stakeholders, providing updates and ensuring satisfaction.
  • Data Management: Oversee the lifecycle of electronically stored information (ESI), including administration of litigation databases and ensuring data integrity and security.
  • Collaboration: Work closely with legal teams, IT staff, and vendors to coordinate document review, technical services, and workflow execution.
  • Quality Assurance: Conduct quality control checks on document productions to ensure accuracy and compliance with legal standards.
  • Vendor Management: Lead negotiations, draft statements of work, and manage vendor deliverables.
  • Training & Support: Develop and deliver training on eDiscovery tools and protocols to internal teams.
  • Technology Utilization: Perform hold, search, review, and export functions using Microsoft Purview eDiscovery and other platforms.
  • Procurement Leadership: Conduct robust procurement processes for eDiscovery technology solutions, including needs assessment, market research, vendor evaluation, and contract development.
  • Continuous Improvement: Participate in post-project reviews to identify workflow improvements and support procurement of new eDiscovery technologies.
  • Other duties as assigned

Qualifications

WE ARE LOOKING FOR CANDIDATES WHO HAVE:
  • High proficiency running Microsoft Purview eDiscovery hold, search, review and collection functions, including experience with 2025 Microsoft updates and transition to Premium
  • Proven success as eDiscovery paralegal, project management or litigation support experience in government, corporate or law firm settings
  • Ability to create standard work documentation and eDiscovery workflows
  • Experience developing training materials for audiences with no previous experience knowledge of eDiscovery
  • Proven ability to manage complex projects involving multiple departments or stakeholders.
  • Experience with TAR/predictive coding, advanced analytics, and GenAI tools is preferred.
  • Proficiency in Microsoft 365 suite and eDiscovery platforms.
  • Exceptional communication skills across diverse audiences, including non-technical stakeholders.
  • Strong organizational, analytical, and problem-solving skills.
  • Ability to work independently and collaboratively in a fast-paced environment.

WORK SCHEDULE: This position is Exempt from the provisions of the Fair Labor Standards Act and therefore is not overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday.

UNION REPRESENTATION: This position is non-represented.

WORK LOCATION: The Risk Management Services team works in a hybrid model, with days in the office as well as telecommuting.

The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is 201 South Jackson Street, 2nd floor Seattle, WA 98104

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

King County has a robust collection of tools and resources to support working remotely.

The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment.

Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
