Are you an expert at identifying training needs, developing curriculum on the full range of investigation techniques to establish facts, gathering, and preserving evidence, and preparing detailed comprehensive reports, ensuring compliance with statutes and rules?
As an Investigator within the Driver and Vehicle Investigations (DVI) unit you will protect the integrity of Washington’s driver licensing, identification, and vehicle title and registration systems by overseeing the identification, investigation, and resolution of fraud.
While independently conducting complex investigations of licensing fraud cases, you will use your full range of investigative skills and techniques to accurately gather, analyze, and interpret evidence and legal documents using your in-depth knowledge and understanding of applicable statutes and rules.
As the subject matter, expert you will be tasked with designing, developing and maintaining a comprehensive training program and technical training resources for all DVI staff to improve job performance and productivity and adoption of new methodologies, techniques, and policies.
Some of what you will be doing:Produce investigative reports that accurately document findings, support administrative decisions, and ensure compliance with laws, rules, and agency policies.
Develop DVI specific curriculum supporting specialized techniques and skillsets necessary for conducting unbiased investigations.
Coordinate internal and external information-sharing and communication with partners and provide community outreach to community-based organizations.
Represent DOL through public speaking engagements, presentations, community meetings, and committees.
What you will bring:
Five (5) years of investigative experience with a state or governmental agency, criminal justice agency, armed forces investigative agency, private organization, or investigating personal backgrounds, unfair/deceptive business practices, or other directly related field to include:
Researching records and developing case files
Gathering, preserving, and presenting documentary evidence
Obtaining statements of fact, depositions, or confessions
Establishing proof of facts and evidence sufficient to be used in a court or administrative hearing.
Writing clear and concise investigative reports chronologically.
Five (5) years of the following experience:
Researching, analyzing, interpreting, and explaining Code of Federal Regulations (CFR), RCWs, WACs, state and federal laws, rules, regulations, statutes, and policies, and applying them in the course of investigatory duties, enforcement, or training.
Investigating, identifying, collecting, organizing, and documenting data and information.
Using data and information to assess and understand issues, evaluate options, form conclusions, and make decisions.
Communicating professionally (in writing and verbally) and effectively to a diverse audience on complex topics.
Two (2) years of experience leading or supervising a team, program, or organizational unit which could include assigning and/or reviewing work, providing instruction and guidance to staff, cultivating teamwork, mentoring, or coaching staff for personal and professional growth, performance, or corrective action

Two (2) years of college-level course work with emphasis in law or one of the criminal justice disciplines or directly allied field, may be substituted for one year of investigative experience.
Bachelor’s degree in education, social or political science, business administration, law and justice or related field.
Experience facilitating, leading, or training group sessions, presenting information, and using methods and techniques to create a defined structure to guide participants through a meeting or training, and deliver training to participants with a wide range of learning styles and skill sets.
Experience developing a comprehensive training program or technical training curricula, materials, and delivery.
Experience using law enforcement databases such as ACCESS, NLETs, Omnixx, JBRS, TLO, etc.
Experience building positive working relationships with stakeholder groups, identifying opportunities and challenges, reviewing proposed solutions, and offering ideas for consideration.
Experience analyzing and making recommendations on policies, procedures, laws, rules, or other written documentation related to business operations.
Proven success in developing training needs assessment, learning objectives (taking into consideration adult learning principles), training materials and a comprehensive training plan.
Having established trust and credibility with key stakeholder groups.
Knowledge and understanding of the Driver & Vehicle Investigations (DVI) program laws, rules, policies, and procedures.
