Summary

This job involves evaluating and managing government contracts for the U.S.

Key Requirements

Specialized Experience: One year of specialized experience which includes preparing and reviewing contract documentation; advising personnel on contract requirements; and conducting inspections of contractor performance and functions; reviews or corrects documents for compliance.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D.

or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.

with a major course of study in business administration, accounting, law, marketing, statistics, production management, industrial management, or other fields OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

Major Duties:

  • Provide advice and assistance to staff on major procurement issues and serves as a liaison between organization and the installation procurement agency.
  • Performs a range of functions in support of the contract evaluation mission, which may include contracting officer representative or alternate, technical representative, inspector, and/or procurement assistant.
  • Responsible for the planning and coordination to integrate procurement actions pertaining to contracts administered for both the government and the contractor.
  • Develops initial contract terms, contract modifications, purchase descriptions, special terms, and clauses in final form for the contracting officer.
  • Develops security and safety data requirements, sole source supply statements, and inspection plans.
