Full Job Description

You will serve as a CONTRACT SPECIALIST in the Contingency Service Contracts Branch of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector 1) serving as a Source Selection Board member, evaluating contractor past performance, price, experience and technical ability; 2) evaluating contractor's cost estimating and accounting systems and identifies factors affecting contractor's costs using historical statistical cost data, reports from auditors or technical specialists, and contractor cost breakdowns regarding labor, materials, overhead and profit; 3) developing, executing, and administering contracts in support of design, construction, facility services and maintenance for shore facilities.

  • You will serve as technical authority on the acceptability and applicability of contractual matters related to the program
  • You will develop and recommends the most suitable type of contract and incentive structure for use by the contracting officer.
  • You will prepare contracts and contract specifications for development, demonstration models, and/or preliminary design when new or untried concepts or techniques are involved.
  • You will direct or performs post-award negotiations involving contract changes or modifications, unsettled change proposals, special agreements and pricing arrangements
