Job Description

Summary

This job involves leading a team of contracting professionals to handle the planning, negotiation, and management of contracts for building, maintaining, and supporting naval facilities in Hawaii.

It requires overseeing complex procurement processes and advising senior leaders on federal rules and strategies to ensure projects run smoothly and on time.

Key Requirements

  • At least one year of specialized experience at GS-13 level or equivalent in developing, executing, and administering contracts for design, construction, and maintenance of facilities

  • Expertise in advising stakeholders on acquisition strategies, contract policies, pricing, solicitations, negotiations, administration, and terminations
  • Meet Department of Defense (DoD) qualification standards for GS-1102 contracting positions

  • Experience resolving inquiries from external entities like the Small Business Administration, Department of Labor, or Congress
  • Ability to serve as principal contracting advisor to senior personnel

Full Job Description

You will serve as a SUPERVISORY CONTRACT SPECIALIST in the NAVAL FACILITIES ENGINEERING COMMAND of NAVAL FACILITIES ENG COMMAND HAWAII. This is an obligated position.

The former incumbent has return rights to this position under PL 86-585.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector 1) Developing, executing, and administrating contracts in support of an extensive range of supplies and services related to design, construction Architect-Engineering, and maintenance for shore facilities' 2) Managing and motivating groups of contracting and procurement personnel towards organizational goal accomplishments, including setting priorities, work assignments, and assuring quality products are provided in a timely manner; and 3) Advising all stakeholders on overall business-line acquisition strategy, contract policy interpretation, contract price proposal, solicitation, negotiation, administration, and termination of contracts.

  • You will be responsible for contracts related to design, construction, utilities, alteration, maintenance, facility support services, research and development, energy, information technology, and environmental engineering of shore facilities.
  • You will oversee and lead efforts to plan, develop, advertise, negotiate, award, administer, and/or terminate contracts supporting long range procurement programs.
  • You will make decisions or recommendations on the interpretation and content of federal regulations and agency policies concerning development and management of complex procurements.
  • You will serve as principal contracting advisor to senior level customer personnel and Command/Business Line representatives.
  • You will assist the CCO in resolving inquiries from the Small Business Administration, Department of Labor, Office of the Secretary of the Navy or customer equivalent, industry associations, individual contractors, and/or Members of Congress.
