Job Description

Summary

This job involves managing budgets, analyzing finances, and providing expert advice on money matters for a naval research division focused on electromagnetic systems.

You'll handle funding documents, track costs, create reports, and improve financial processes in a government setting.

Key Requirements

  • At least one year of specialized experience equivalent to NT-04 (GS-11/12) in financial management, including analysis, budgeting, forecasting, process improvement, or reporting
  • Experience in a Working Capital Fund environment
  • Knowledge of federal financial regulations (FMR)
  • Ability to facilitate budget development, conduct cost analysis, and provide financial recommendations to leadership
  • Proficiency in Navy-specific financial systems such as Navy Enterprise Resource Planning (ERP), IBPES, and NEPS
  • Skills in developing reports, trend analysis, budget projections, and training financial personnel
  • U.S. citizenship and ability to obtain necessary security clearance for Department of the Navy position

Full Job Description

You will serve as an Administrative/Technical Specialist in the Electromagnetic Effects Division; Electromagnetic & Sensor Systems Department of NAVSURFWARCENDLD.

This position is part of the Warfare Centers Personnel Demonstration Project. NT-05 is equivalent to GS-13/14. This position is salary capped at GS-13 Step 10 (currently $158,322).

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector conducting financial management activities (e.g., financial analysis, budgeting, forecasting, process improvement, or reporting) in a Working Capital Fund environment.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Major Duties:

  • You will facilitate budget development and analysis, and provide financial recommendations to leadership.
  • You will accept or reject incoming funding documents.
  • You will manage planned costs in comparison to actual costs and conduct analysis and make recommendations within FMR regulations.
  • You will initiate funding to government and contractor agencies for services and materials.
  • You will work with B50 Leadership and key financial personnel to develop and enhance B50 financial processes and communication.
  • You will develop and present summary reports, conduct trend analysis, and develop budget projections.
  • You will advise and assist division leadership, program management, Branch Financial Analysts, and other personnel within the Division on financial matters.
  • You will train and provide direction to financial personnel within B50 and B Department.
  • You will utilize your knowledge of Working Capital Fund, Navy Enterprise Resource Planning (ERP), IBPES, and NEPS to create and maintain planning structures.
