The Tulare County Health & Human Services Agency (HHSA) is currently recruiting for the Administrative Specialist I/II position.
Assignments may span Public Health, Behavioral Health, and Human Services, with the current vacancy in Human Services and Behavioral Health.
These positions provide essential support to ensure the efficient management of daily agency operations by performing a variety of crucial tasks, including preparing, processing, and overseeing personnel and financial processes, as well as developing and maintaining databases and reports.
The successful candidate must demonstrate a high level of expertise in project management, reporting, data analysis, data communication, and effective written and oral communication.
Administrative Specialist I is a journey-level position in the Administrative Specialist Series.
This position supports critical agency functions by regularly conducting research, analyzing and presenting data, and providing recommendations that influence financial, operational, and personnel decisions.
Key responsibilities include oversight, coordination, and processing of budgetary, logistical, and staffing requirements; program and project management; community and media relations; and recruitment.
This role requires significant adaptability, sound judgment, and strict confidentiality when handling sensitive information.
Incumbents must demonstrate initiative, professional integrity, and effective communication skills while maintaining a high standard of civility in all interactions.

Administrative Specialist II is an advanced role that works closely with HHSA Directors and executive leadership on complex, cross-divisional issues involving funding, resources, and facilities.
Assignments often span multiple branches and require strict adherence to county policies, agency priorities, and the County Strategic Plan.
Errors in this role carry significant consequences, as the information, analysis, and recommendations provided directly influence HHSA’s financial, operational, legal, and personnel matters affecting facilities, employees, clients, and the public.
Responsibilities include recommending funding, staffing, and facility allocations while ensuring compliance with established guidelines.
The position demands exceptional flexibility, initiative, and professional judgment to coordinate functions across teams and stakeholders.
Absolute discretion and integrity are essential to safeguard confidential and time-sensitive information.Incumbents must also uphold a high standard of civility in all professional interactions.
Additionally, incumbents may mentor, train, or supervise Administrative Specialist I staff and contribute to areas such as budgeting, program management, community and media relations, and facilities oversight.
Requirements
Key Responsibilities
- Successfully manage multiple simultaneous project or program implementations, ensuring project timelines are met and ensuring client and/or partner issues are addressed.
- Compile information, prepare formal reports, and make written and oral presentations.
- Write and coordinate the adoption of policies and procedures to implement organizational, program, and/or service changes.
- Prepare graphs, charts, and spreadsheets using a variety of personal computer applications.
- Prepare, present, and monitor the monthly financial activities the branch and the individual unit budgets.
- Evaluate the achievement of program goals and objectives.
- May supervise, train, and maintain standards of practice and evaluate employee performance and competency.
- May serve as Branch or Agency spokesperson in media requests for information, including participating in videotaped and telephone recorded interviews with the media.
- May plan, develop, coordinate, and implement media strategies to disseminate branch or agency information.
- May prepare, review, and edit releases, newsletters, publications, and public service announcement scripts to communicate with people from various educational and socioeconomic backgrounds.
- May represent the Agency or branch before the Board of Supervisors, public organizations, on State and community committees, task forces, and advisory boards.
- Write grants to enhance HHSA initiatives in collaboration with community partners and stakeholders.
- Provide a higher level of administrative strategic planning and support in the coordination and implementation of highly complex Agency projects.
Qualifications
Required Qualifications as Administrative Specialist I

Education:
- Graduation from an accredited college or university with a bachelor’s degree in business or public administration, organizational development, accounting, finance, economics, marketing, health administration, public health, social services administration, psychology, sociology, clinical management, computer science, or a closely related field.
Experience:
- One year of professional administrative work involving planning, coordinating, and evaluating projects and services; OR
- One year of progressively responsible staff experience in budget preparation and management of complex and specialized financial accounting, technical, or statistical work; OR
- One year of experience in graphic and commercial arts with extensive use of freehand and computer-generated imagery in the creation of and the pre- and post-production of print, digital, and web media; OR
- One year of increasingly responsible experience in journalism, communication, or public relations; OR
- One year of experience in facilities management or construction management, architecture, engineering, or space planning.
Qualification Equivalencies for Administrative Specialist I
Education:
- Directly related program-specific experience may be substituted for the educational requirement on a ratio of two years of specific experience equaling one year of education.
Experience:
- One year of professional administrative work involving planning, coordinating, and evaluating projects and services; OR
- One year of progressively responsible staff experience in budget preparation and management of complex and specialized fiscal, accounting, technical, or statistical work; OR
- One year of experience in graphic and commercial arts with extensive use of freehand and computer-generated imagery in the creation of and the pre- and post-production of print, digital, and web media; OR
- One year of increasingly responsible experience in journalism, communication, or public relations; OR
- One year of experience in facilities management or construction management, architecture, engineering, space planning, or a related field.
Required Qualifications as Administrative Specialist II
Education:
- Graduation from an accredited college or university with a Bachelor’s degree in business or public administration, organizational development, accounting, finance, economics, marketing, health administration, public health, social services administration, psychology, sociology, clinical management, computer science, or a closely related field.
Experience:
- Two (2) years of experience working as an Administrative Specialist I or equivalent.
Qualification Equivalencies for Administrative Specialist I
- Directly related program-specific experience may be substituted for the educational requirement on a ratio of two (2) years specific experience equaling for one (1) year education, and two (2) years of experience working as an Administrative Specialist I or equivalent.

Knowledge of:
- Applicable state and federal statutes and regulations, local ordinances, policies, and rules related to the various branches of the Health and Human Services Agency.
- Utilization and Management information systems, including automated systems to assess needs, capabilities, and cost-effectiveness.
- Governmental budget processes sufficient to evaluate and prepare operational budgets.
- Effective techniques for negotiating contracts for services.
- Data science, visualization, and presentation.
Conditions of Employment
- Possession of, or ability to obtain, an appropriate, valid California driver's license. The selected candidate will be required to pass a pre-employment drug and alcohol screening; furthermore, a background investigation may be conducted. Some job classes may also require a physical examination.
