Full Job Description

This position is located in the Clinical Contact Center (CCC), within the VA Medical Center, providing program management and administrative support functions and/or activities of the CCC.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/06/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.

One (1) full year of specialized experience equivalent to the GS-7 grade level in federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of an Administrative Officer, and that is typically in or related to the work of this position.

Specialized experience includes: Creating reports, coordinating and scheduling meetings, and submitting requests/work orders using a personal computer and office automation programs (such as word processing, spreadsheets, etc.); accurately preparing timecards for submission and processing; coordinating administrative support activities (i.e., approve meeting minutes and agendas, etc.); monitoring/tracking programs or processes; and assisting with resource management responsibilities (i.e., allocating space, time, equipment for daily use of staff, etc.).

NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.

NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

OR, Education: Applicants may substitute education for the required experience.

To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B.

or J.D. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application.

Education cannot be credited without documentation.. OR, Combination: Applicants may also combine education and experience to qualify at this level.

Possess equivalent combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements.

Physical Requirements: Position involves regular and recurring work; is mostly sedentary; and involves sitting at a desk.

The employee will spend some time walking, standing, bending, climbing stairs, and carrying some light items. Stamina and concentration to meet crucial deadlines is required.

Major Duties:

Duties include, but may not be limited to the following: - Provides oversight into the administrative aspects of the CCC - Coordinates, trains and provides guidance to supervisors and staff regarding human resources activities (i.e., staffing/recruitment, vacancies, performance management, competencies, telework, etc.) - Reviews and audits procedures and practices to ensure compliance with contract and applicable law - Manages space needs including coordinating moves, space requests, assessing needs and making recommendations ensuring thorough justification is provided - Assists the Chief, CCC in implementing strategic plans and identified goals - Maintains and manages standard operating procedures, memorandums and policies, ensuring documents are reviewed timely, updated appropriately, and uploaded for accessibility - Assists in developing recommendations and solutions for process/program improvement, and compliance with established standards and reports - Assists in preparation of activities related to accreditations, internal and external site visits - Serves as the primary patient advocate representative for CCC - Analyzes program performance data to identify qualitative and quantitative impacts on the service, utilizing various analytic sources - Conducts management studies to collect data on patient demand, workload trends, access, and contact center metrics - Assists in preparing budget briefings and serves as the Fund Control Point Manager for the CCC - Serves as a purchase card approver and as a Contracting Officer Representative - Performs other related duties as assigned.
